A. 15A NCAC 13B .0105(c)(4): Resolved. Trailers 02 and 03 have had the holes repaired and no leachate was
observed leaving the trailers.
B. 15A NCAC 1313.0105(c)(6): Resolved. Trailers 02 and 03 have had the holes repaired and no leachate was
observed leaving the trailers.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 29, 2019.
2. Waste is transported by Graham County to the White Oak Landfill in Waynesville for disposal.
Operations Inspection of the Transfer Station (3803-TRANSFER-)
3. Windblown litter was minimal, well managed and facility staff were actively picking up material at the time of
inspection.
4. The trench drains at the entrance to the tipping floor were observed to be clear and appeared to be functioning
properly.
5. No material was observed on the tipping floor and the facility was in the process of changing trailers during the
inspection.
6. The loading bay trench drain appeared to be working properly and minimal material was observed on the floor
of the loading bay.
7. The holes noted in trailers 02 and 03 in the August 29, 2019 inspection report had been repaired and all trailers
appeared to be leak resistant and compliant with the requirements of 15A NCAC 13B .0105. Trailers were
patched from the inside with sheet metal, and screws holding the plates in place were visible from the outside.
8. The county purchased a new refuse trailer for use at the facility; however, it was determined to be defective and
was pulled from service. The county is in the process of acquiring a new non -defective trailer.
