Solid Waste Director John College – NCDEQ-DWM-SWS STATUS OF PERMIT: Notified site – No permit required PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS; 01 – Facility has locking cable for security. The cable was unlocked with no attendant onsite. Keep cable locked when there is no attendant present for security reasons. Be sure a no trespassing sign is posted that has a contact number listed also. 02 – New concrete piles have mixed waste. Keep segregated to ensure when concrete is ground there is no other waste mixed in. 03 – The was one pile of construction and demolition waste that had been dumped. This MUST be removed to a facility that is permitted to receive this type of waste. This load appears to have been dumped from a pickup truck. If attendant or cable had been locked, this waste would not have been dumped at this facility. Picture attached. 04 – One scrap tire was also noted on the LCID hill. This must also be removed and taken to a tire disposal site. 05 – This facility looks better that in the past. 06 – Side slopes are looking good. Remember that a 3:1 side slope is required. 07 – Cover material appears to be added at least monthly as required. 08 – Please also remember that your notified LCID has to remain less than 2 acres. That is from the toe of the side slopes and includes the concrete storage area. 09 – Roads are made of all-weather materials and are maintained in good condition. 10 – Be sure to control all access to this site. There appears to be a new sandpit and could have a possible new entrance that would need to be secured. Having concrete in 2 areas will have your facility over 2 acres. Combine by hill.
