The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The service area for the MSWLF and CDLF is Wayne County.
2. The hours of operation are Monday through Saturday, 7:00 am – 4:00 pm and closed on Sunday.
3. The facility has proper signage.
4. The facility is properly secured with a locked gate. Personnel are onsite during operating hours.
5. Staff training records were reviewed:

6. Permit, operations plan, and site plan were readily accessible and reviewed with operator.
7. Waste screening records were reviewed and is being conducted on about one percent of the waste stream. Waste
Screening forms reviewed from January 11, 2019 through August 17, 2019.
8. Cover logs noting the date and time of placement were reviewed and are being maintained properly.
9. The facility maintains semiannual groundwater, surface water, and leachate monitoring records. Records for
sampling event conducted on March 6-7, 2019 were verified. Semi-annual groundwater monitoring completed
by Municipal Engineering Services Co, PA.
10. The facility conducts methane monitoring quarterly. Methane monitoring records were verified for samplings
taken in February 2019 and June 2019. No exceedances noted.
MSWLF
11. The lined MSWLF unit (Unit 3) is for the life-of-site as defined in N.C.G.S. 130A-294(a2), which shall expire
May 17, 2059.
12. The lined MSWLF unit is approved to use the following ADCs: automotive shredder residues, combustion
residual/ash, C&D fines, petroleum contaminated soils, spray-applied mortar coating, foam coating, foundry
sand, soil/mulch mixture, and synthetic tarp.
13. Tires are stored in trailers and taken to Carolina Tire.
14. Small waste loads and recyclables are handled near the front of the property, for convenience and safety. All
roll-off containers are labeled based on waste type. This area was very clean and well organized.
15. White goods and other metals are stored separately in trailers. Kemp Recycling receives the metal and extracts
refrigerant as needed. Refrigerant containing appliances are stored and hauled separately.
16. Material properly windrowed in the Passive Compost Area with windrows not exceeding dimensions of 12 feet
high and 10 feet in base width. A minimum of 25-feet row aisles was being maintained between windrows.
17. The working face at the MSW landfill appeared to be kept small and appeared to be well compacted with no
unacceptable wastes observed.
18. No evidence of leachate breakouts was observed during the inspection.
19. The intermediate cover at the facility appeared in good condition and well applied.
20. Permanent edge of waste markers in place and being maintained.
21. Perimeter road is being well maintained.
22. Windblown waste was being well managed.

23. The C&DLF unit, on top of the closed unlined MSWLF (unit 2), is for the life-of-site as defined in N.C.G.S.
130A-294(a2) which shall expire April 30, 2041.
24. The working face at the C&D landfill was kept small and appeared to be well compacted.
25. No unacceptable wastes observed in the working face.
26. Side slopes are being stabilized with mulch.
27. Permanent edge of waste markers in place and being maintained.
28. Perimeter road is being well maintained.
29. Windblown waste was being well managed.
30. Digital pictures were taken during the inspection.
