The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a small Type 3 compost operation that may accept manure, straw, animal bedding,
vegetative agricultural waste (gin trash, tobacco dust), livestock mortality and inorganic nitrogen sources.
2. Organic waste is generated during events in the livestock barn at the Fairgrounds, and animal bedding material
and manure are collected and brought to the facility for composting.
3. Only waste generated in the livestock barn is currently accepted for composting. No waste is received from the
public or from other outside sources. All compost produced at the facility is used at the facility; none is
distributed to the public.
Records Review:
4. Mr. Smith stated that the Fair took place October 4 — 14, 2019, and that waste had been transferred from the
livestock barn to the compost bins during the Fair. He further stated that the facility was full, having taken in
approximately 500 cubic yards of material.
5. The current Permit to Operate and the approved Operations Plan were available for review at the facility office.
It was noted that the current permit will expire on October 18, 2020. Please ensure that an application for
renewal is submitted to the Solid Waste Section for review by Spring 2020. You may contact your

6. Facility records indicated that the required annual thermometer calibration took place on October 1, 2019.
7. Temperature logs for the composting operations covering the period October 14 — 28, 2019 were provided for
review. The logs include temperature readings for the top, middle and bottom of the waste pile in each of the 8
bins. All of the bins had achieved and maintained temperatures exceeding 131 °F for this 15-day period, as
required by 15A NCAC 13B .1406(11) and (12). The log sheets also note the weather conditions encountered
on each day that temperature readings were recorded, and the dates on which the waste piles were turned.
8. Mr. Smith indicated that the compost material sample analysis specified in the approved Operations Plan would
take place in January or February 2020.
Facility Inspection:
9. Composting operations take place in a series of 8 concrete bunkers, each of which is outfitted with a fan that is
used to force air through the waste to speed up the composting process. The bunkers (or bins) are located
northeast of the facility office.
10. In the compost operations area, leftover material had been cleared from the compost bins to an adjacent gravel
area, where it was staged in two piles. The piles appeared to exceed the 10' maximum height specified in the
Permit to Operate (Permit # 3421-COMPOST, Attachment 3, Part 1: Compost Operation, condition 20). Ensure
that any finished compost material stored outside the compost bins is stored in piles that do not exceed
10' in height.
11. The new waste from the Fair was observed in bins 1 through 8. No unacceptable material was found in or
around the bins, and the entire compost operations area appeared clean and well -maintained.
12. The composting operation is secured by a perimeter chain link fence with locking gate to prevent unauthorized
entry. In addition, the composting area is located in a section of the fairgrounds property that houses an
equipment storage area and, therefore, is secured by a second perimeter fence with locking gate. Gates are
locked when facility staff are not present.
13. The required signage was not observed at the internal entry gate of the compost area. Post a sign at the
entrance to the compost operations area that lists the permit number, prohibited materials, and
emergency contact information as required by Permit # 3421-COMPOST, Attachment 3, Part I:
Compost Operation, condition 4.
14. The compost operational area is sloped to direct surface water to a low gravel berm located east of the compost
bins. The water filters through the berm then sheet flows onto the grassy bank beyond. At the time of this

inspection, the low area in front of the berm held ponded water. Mr. Smith stated that the water drains
gradually, and that he expected the area to be dry within the next day or so, unless the area received additional.
15. Mr. Smith stated that material in each active compost bin would begin to be turned regularly, since temperature
requirements had been attained.
