REGAN Secretary MICHAEL SCOTT Director WBTV Television One Julien Price Place Charlotte, NC 28208 Attn: Mike Gurthie (via email) Dear Mr. Gurthie: NORTH CAROLINA Environmental Quality October 30, 2019 Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(c) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Jefferson Pilot Communication-WBTV One Julian Price Place, Charlotte Mecklenburg County Incident Number: 7570 Risk Classification: Intermediate Ranking: 1160D The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the October 4, 2019 Free Product Recovery/Monitoring Report on October 7, 2019. The report recommending monthly checks for free product in the site monitoring wells and continued free product recovery efforts via absorbent socks in monitoring well MW-2 for a period of six months and installing product absorbent socks as conducted previously if free product is measured in an of the other monitoring wells was reviewed and approved on October 30, 2019. The paper report copies will be maintained in the MRO. The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche). The report states: • Between April 1 and September 9, 2019, free product was observed in each of the following wells gauged during one or more gauging events: MW-2 (September 2019), MW-3 (April, May, June, and July 2019), MW-11 (May and July 2019), and EW-1 (June 2019). Free product was only identified in MW-2 at 0.04 feet during the September 2019 sampling event. • Current data indicates that the predominant groundwater flow at the site is in a northeasterly direction. North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 • Review of the laboratory analytical results indicated four VOCs and SVOCs detected in the samples collected from monitoring wells MW-1, MW-3, MW-4, MW-6, MW-9, and EW-1 at concentrations greater than their respective 2L Standards. However, no targeted constituents were detected at concentrations exceeding their GCL. • No compounds were detected in the samples collected from monitoring wells MW-7, MW-8, MW-10, and MW-12 at concentrations greater than the laboratory method reporting limit. • Naphthalene and benzene were detected in monitoring well MW-11, above the laboratory detection limits but below the 2L Standards. • S&ME concludes that overall dissolved contaminant concentrations appear to have remained relatively static in the samples collected from monitoring wells MW-7, MW-8, MW-10, MW-11, and MW-12, decreased in the samples collected from monitoring wells MW-6, EW- 1, and MW-9, and increase in MW-4 during the September 2019 sampling event as compared to the January 2018 sampling event. • A total of approximately one-half gallon of free product was recovered via product adsorbent socks during this reporting period. A review of the historical free product thickness data suggests that the volume of free product at the site has decreased. Per this Notice of Regulatory Requirements: • Continue free product recovery. • Continue annual groundwater sampling/monitoring. • The next monitoring/recovery report is due no later than May 31, 2019.
