PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review to review corrective measures taken in response to
FCIR 1602_INSP_20180525
STATUS OF PAST NOTED VIOLATIONS:
1) 15A NCAC 13B .0505 (4)(b) states “Adequate erosion control measures shall be practiced to prevent
excessive on-site erosion.” Resolved
2) 15A NCAC 13B .0505 (5)(c) states “Completed areas shall be adequately sloped to allow surface water
runoff in a controlled manner.” Resolved
3) 15A NCAC 13B .0505 (6)(a) states “Within six months after final termination of disposal operations at the
site or a major part thereof or upon revocation of a permit, the area shall be stabilized with native grasses.”
Resolved
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.

ADDITIONAL COMMENTS:
1) This Facility is a closed Municipal Solid Waste (MSW) Landfill.
2) The Facility access road is of all-weather construction and is being well maintained at this time.
3) The site is secured by a locked gate at the Facility entrance.
4) The Facility gate was closed and locked and open upon my arrival and no attendant was on-site during this
Facility Compliance Inspection.
5) Highly visible edge-of-waste markers have been installed and are being maintained throughout the Facility as
required.
6) An all-weather perimeter road is maintained around the landfill for access to the Facility monitoring wells and
to perform Facility maintenance and inspections. This road is maintained clear of brush and provides for
access around the entire Facility.
7) Soil has been stockpiled adjacent to the landfill access road for use in repair and maintenance of the landfill
cap system.
8) Compost and ground mulch have been staged adjacent to the landfill for use is cover and grading repairs.
9) Overall, the landfill has a healthy cover crop of native warm season grasses suitable to prevent erosion of the
landfill cap system.
10) The cover crop is mowed throughout the year as needed. Portions of the landfill cover crop are in need of
mowing. *Within thirty days of receipt of this Facility Compliance Inspection Report, plans need to be
underway for the mowing of the landfill cover crop.
11) The landfill sideslopes are being maintained clear of trees and other woody vegetation.
12) Work is ongoing filling, grading, and seeding the areas of differential settlement previously observed on the
landfill. *Please continue working to fill and grade all areas of differential settlement to promote positive
drainage of surface waters away from the landfill.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

13) No areas of standing water were observed during this Facility Compliance Inspection.
14) No areas of erosion were observed during this Facility Compliance Inspection.
15) The Facility monitoring wells were observed during this Facility Compliance Inspection. All wells were
readily accessible and secured with functioning locks.
16) *Continued corrective actions are required as a result of this Facility Compliance Inspection report.
