ADDITIONAL COMMENTS
On October 24, 2019, Chuck Kirchner met Denise Slade to conduct a comprehensive inspection of the WI Burnt Poplar Transfer, LLC – Burnt Poplar Transfer Station located on Burnt Poplar Road in Greensboro, Guilford County. 1. The facility is a permitted municipal solid waste (MSW) and construction and demolition debris (C&D) transfer station with recyclable and recovered materials operations. 2. The facility is owned by GFL Environmental which acquired Waste Industries USA, Inc. on November 15, 2018. 3. Custom Ecology, Inc. (CEI) operates the transfer station and hauls MSW to the disposal facility. 4. The scale house is operated by GFL Environmental personnel. 5. The facility is open Monday through Friday 6:00 am to 6:00 pm and Saturday as needed. 6. The facility permit, site plan, and operations plan were discussed.
7. Ms. Slade stated that the facility is currently only accepting MSW waste. 8. The following, at a minimum, must not be accepted for disposal at the facility: hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated asbestos containing material as defined
in 40 CFR 761, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f). 9. Pallets and C&D waste that is separated from MSW waste is sent to the C&D Landfill on Riverdale Drive. One container is kept on site for pallets.
10. A separate container is kept on site for tires separated from MSW waste. Tires are brought to New River Tire Recycling as needed. 11. The facility is permitted to receive solid waste generated within Davidson, Forsyth, Guilford, and Randolph Counties. MSW is currently only being received from Forsyth and Guilford Counties. 12. The facility transports solid waste for disposal at the Uwharrie MSW Landfill (62-04) in Montgomery County. 13. The following are facility certified personnel: a. Ronald Settle, certified Transfer Station Operations Specialist, TS-2014061, exp. 09/04/20. b. Timothy Moore, Certified Transfer Station Operations Specialist, TS-2018044, exp. 06/20/21. 14. The facility maintains records of the amount of MSW throughput. Records were verified for January 01, 2019 through October 24, 2019. The tonnage received inbound in that time is 53,613.78 tons. Outbound tonnage during that timeframe was 53,203.96 tons.
15. Ms. Slade stated that the facility receives ~ 280 tons/day of MSW waste.
16. The facility annual report (FAR) was received by the SWS, dated July 16, 2019. Tonnage received July 2018 through June 2019 is 73,035.60 and the tonnage shipped out is 73,073.94.
17. Recyclable and recovered materials are not received at this facility. 18. The facility is required to conduct at least one waste screening per week but not less than 1% by weight of the waste stream entering the facility based on the previous week’s total. 19. Waste screening reports were verified for March 2019 through September 2019. Older copies of the waste screenings are on file at the WI High Point Landfill, LLC - C&D Landfill and C&D Treatment and Processing Operation (41-16) facility in Jamestown, Guilford County and were made available upon request. 20. During the inspection, there were six full transfer trailers and three empty transfer trailers on site.
21. The transfer trailers appeared to be in good condition. Trailer 1257 had a very small leak in the floor of the trailer. A leachate trough was in place below this leak. This trailer was removed from service during the inspection. 22. Repair leachate troughs and ensure these remain in a functional condition.
23. Any leachate collected in troughs shall be emptied into the leachate collection system. 24. It is suggested that the outside of the transfer trailers be cleaned when grime is easily noticeable. 25. The facility has several troughs available for use in the event of leaking transfer trailers.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

26. Ms. Slade stated that the facility receives 50 – 60 trucks per day and ships-out ~ 12 transfer trailers daily. 27. Windblown material was being collected during this inspection. A significant amount of windblown litter was not noted on site during this inspection. 28. No dust was visible during this inspection. Ensure dust does not leave facility boundaries. 29. Leachate from the tipping floor is designed to drain through three rectangular holes in the rear push wall. The design allows leachate to drop into the load out bay and flow into the [load out bay] drains. Ensure the leachate
drain holes in the push wall are maintained such that leachate freely flows into the load out bay. 30. MSW litter, fines, sludge, etc. that trucks track out past the speed bump onto the transfer station entrance shall be routinely swept/pushed back into the building. Any water/liquids that come in contact with MSW waste shall be treated as leachate. 31. The leachate drains observed in the loadout bay appeared functional. 32. The facility uses a load out bay tunnel tarp (at one end) to prevent solid waste from becoming windblown.
33. Leachate from the facility flows through two particulate settling tanks then into a collection tank. The leachate collection tank discharges to the City of Greensboro sanitary sewer. 34. Repair asphalt in front of the transfer station entrance.

36. Safety Kleen last pumped particulate from the leachate particulate settling tanks on August 8, 2019.
37. Material shredding or grinding is not permissible at the facility. 38. Concrete crushing is permissible at the facility. Ms. Slade stated that concrete collected will likely be hauled to WI High Point Landfill, LLC - C&D Landfill and C&D Treatment and Processing Operation (41-16) in
Jamestown, Guilford County.

39. Ms. Slade stated that the local fire department can be contacted to address an emergency at the facility. 40. The facility has four fire extinguishers located at the transfer station building, one fire extinguisher inside of the scale house, and a water hose located at the transfer station building. 41. The fire extinguishers were inspected by T&S Fire and Security, Inc. Ensure fire extinguisher inspection cards are adequately protected from the environment and remain readable. 42. The facility has all-weather access roads.
