Partial Inspection
STATUS OF PAST NOTED VIOLATIONS:
15A NCAC 13B .1626(8)(d): Resolved. Christine Ritter, Hydrogeologist completed a review of the Leachate Release
Confirmation Sampling Results for soil and surface water samples and determined that soils and surface water were not
impacted, and no further action is required at this time.
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 23, 2019.
2. Christine Ritter, Hydrogeologist for the Solid Waste Section completed a review of the Leachate Release
Confirmation Sampling Results for soil and surface water samples and determined that soils and surface water
were not impacted by the leachate release observed on June 19, 2019 and no further action is required at this
time.
Operations Inspection of the MSWLF Unit (8807-MSWLF-1990)
3. Windblown Litter was minimal and well managed at the time of inspection.
4. The facility had received four inches of rain over the 24-hour period of Sunday, October 20 and Monday,
October 21.
5. Facility staff were in the process of preparing the western slopes of Phase 5 to be hydroseeded during the
inspection. The northwestern slopes of phase 5 had excellent vegetative cover and staff stated that they had
modified their seeding blend/mixture.
6. The working face was observed to be small, compact and no unapproved material was observed.
Other Comments
7. Thacker Creek Construction completed the grinding of the wood waste on Thursday, October 17, 2019. Facility
staff stated that the ground material was going to be used onsite for stabilization projects and as an approved
alternative daily cover. Please refer to the "Approved Alternative Daily Cover Materials for Use at
Sanitary Landfills" guidance document dated July 21, 2017 for specific application requirements.
8. Staff from Labella Associates were on site conducting semi-annual groundwater monitoring at the time of
inspection.
