On behalf of The Station at Raleigh, LLC (Prospective Developer - PD), Terracon Consultants, Inc.
(Terracon) is pleased to submit this letter report to document the completion of redevelopment
activities at the NC State Tailgate Parking site in Raleigh, Wake County, North Carolina (Site).
The Site is in the North Carolina Brownfields Redevelopment Now Program (BF Project Number
22024-18-092). Exhibit 1 depicts the location of the Site. The redevelopment activities were
conducted in accordance with the North Carolina of Environmental Quality (NCDEQ) approved
Environmental Management Plan (EMP) (NCBP, 2019).
The general redevelopment actions included non-impacted soil management. The purpose of this
Redevelopment Summary Letter is to provide information related to environmental actions
completed at the Site from August 2018 through the completion of the redevelopment activities in
August 2019.
The Site is located at 4031 Westchase Boulevard & 4000 Cloverhurst Drive in Raleigh, Wake
County, North Carolina and is comprised of approximately 6.38-acre tract. The Site has historically
been used for agricultural purposes and most recently utilized for vehicle parking and football game
tailgating. Evidence of manufacturing or materials disposal was not identified in connection with the
site.

1.0 Actions on the Brownfields Property
The Site was redeveloped with seven (7) townhome/apartment buildings. Installation of subgrade
utilities, foundations, and grading activities were completed on July 5, 2019. Vertical building
construction activities were completed on April 15, 2019. Interior finishes were completed prior to
August 10, 2019, which is when residents first occupied the on-site buildings.
Per the Vapor Intrusion Mitigation System (VIMS) Post Construction Report (Terracon, 2019b),
the VIMS for Buildings N, T, U, and V were installed in a manner consistent with the VIMS design
and objectives. The systems were installed between February 2019 and June 2019 with post
construction and pre-occupancy sampling occurring late March 2019 and early April 2019. Based
on pre-occupancy sampling results, the VIMS will remain as passive systems in each of the
Buildings N, T, U, and V.
2.0 Soil Grading, Cut/Fill Actions, and Management of Non-Impacted Soil
Installation of subgrade utilities, foundations, and grading activities were completed on July 5,
2019. In accordance with the EMP (NCBP, 2019), the non-impacted export soil was used as
beneficial fill at the State Fairgrounds Parking site located at 4501 Reedy Creek Road. Soil export
activities were completed at the Site on September 15, 2018. In total, approximately 25,000 cubic
yards of non-impacted soil was exported to the State Fairgrounds site for use as beneficial fill.
3.0 Methodologies for Field Screening and Sampling
As stipulated in the EMP (NCBP, 2019), Terracon remained on-call during grading and
construction activities should any unexpected environmental conditions (i.e. previously
unidentified USTs, buried debris, soil staining, drums, etc.) were encountered. Unexpected
environmental conditions were not encountered during redevelopment of the Site. As such,
additional methodologies for field screening, sampling and laboratory analysis of environmental
media outside of the data gap assessment activities and workplan (Terracon, 2018a-d and 2019a)
did not occur.
4.0 Suspect or Contaminated Materials
Materials suspected or confirmed to be contaminated with regulated substances were not
encountered during redevelopment activities and as such, stockpiling, containerizing,
decontaminating, treating, handling, laboratory analysis, and/or disposition of soil, groundwater,
and/or other materials did not occur.
5.0 Removal of Contaminated Materials
Contaminated materials were not encountered during redevelopment activities and as such,
removal of contaminated soil, water, and/or other contaminated materials from the Brownfields
Property did not occur.
