REGAN Secretary MICHAEL SCOTT Director Colonial Pipeline Company Attn: John Culbreath Post Office Box 87 Paw Creek, NC 28130 (via email) Dear Mr. Culbreath: NORTH CAROLINA Environmental Quality October 24, 2019 Re: Notice of Regulatory Requirements 15A NCAC 2L .0507(b) Risk -based Assessment and Corrective Action for Petroleum Aboveground Storage Tanks and Sources Colonial Pipeline - Kannapolis Station & Colonial Pipeline-Kannapolis Station #2 9301 Mooresville Road, Kannapolis/Concord Cabarrus County Incident number: 14414 & 91340 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the October 14, 2019 Semiannual Groundwater Monitoring Report on October 15, 2019. The report recommending continued semi-annual monitoring was reviewed and approved on October 22, 2019. The paper report copy will be maintained in the MRO. The electronic copy has been loaded to the electronic document storage system (Laserfiche). The report indicates: • LNAPL was not detected in groundwater beneath the site • Benzene was detected above 2L and 2B Standards in monitoring wells MW-6 and MW-13. Detections of benzene in MW-6 and MW-13 are associated with historic releases at the Site. • MW-6 is located approximately 150 feet from the nearest surface water body. Although 213 Surface Water Standards were exceeded in MW-6 and MW-13, any discharge of the groundwater plume to surface water would not likely contravene the surface water standards within the surface water body. North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 • C9-C 10 Aromatics and C 11-C22 Aromatic concentrations exceeded the applicable 2L Standards in MW-24. • Results of the water supply well sampling indicated an absence of petroleum hydrocarbon constituents in the water supply wells with the exception of trace detections of total xylenes and toluene in the Coren Well (DW-Coren-Influent) at concentrations below the 2L Standards of 500 µg/L for total xylenes, and 600 µg/L for toluene. Toluene was detected at this well in August 2017. Total xylenes have historically been non -detect in DW-Coren- Influent. This well is served by a POE system. Per this Notice of Regulatory Requirements: • Continue semi-annual groundwater sampling events in February (monitoring wells) and August (monitoring & residential water supply wells) of each year. Monitoring reports will be due by October 31 st of each year. • The next report shall include a water supply well a table with related ownership information, well operational status, well usage, and access permission status in accordance with the most recent version of the Guidelines for Initial Response and Abatement, Assessment, and Corrective Action for Non -UST Releases of Petroleum. • The next report shall include a table with water supply well sample results to date in accordance with the most recent version of the Guidelines for Initial Response and Abatement, Assessment, and Corrective Action for Non -UST Releases of Petroleum. • The next monitoring report is due by October 31, 2020. Please note that sampling, correction action, and reporting must be conducted in accordance with the most recent version of the Guidelines for Initial Response and Abatement, Assessment, and Corrective Action for Non -UST Releases of Petroleum. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
