OBSERVED VIOLATIONS:
1. Permit Condition 18. Field separations in the nutrient management plan and all pertinent setbacks shall be clearly
located on the site. Boundaries of the permitted septage land application fields shall be clearly marked on the
ground. The required 10 foot setback needs to be re-established along the perimeter of Field 2 (west &
south sides). The neighboring vegetation needs to be cut back for a distance of at least 10 feet. This was
previously requested on the audit reports of 2/27/2019 & 10/31/2018. Maintaining this 10 foot setback is
required at all times in conjunction with the required setbacks from property lines. Removing this excess
vegetation will also remove vegetation which is currently covering some of the field posts in this area.

ADDITIONAL COMMENTS
1. Once a year on site meeting - Site logs were reviewed at this time. It appears that the required information is
being maintained. Soil samples will be taken by the permit holder in the fall of 2020. Mr. Locklear has attended
the 2019 training class in Shallotte.
2. After the final harvest the cover crop needs to be adequately established as per the nutrient management
plan so that the site may be used for land application this winter. At this time noted some scattered thin
Bermuda areas & weeds and also evidence of a few old spray paths that appeared to have previously damaged
the cropstand (possibly old grease burns). Ensure that grease septage is adequately diluted to prevent crop
damage. Repair areas as needed and continue weed control - contact your extension agent or regional
agronomist for advice on weed control.
3. No current sign of heavy or recent application. No odors noted.
4. No sign of land application outside the permitted boundaries. It appears that the approved setbacks are being
met. Setbacks were not measured at this time. Field markers appear accurate at this time.
5. The required signs are posted. The access road is in fair condition at this time, but will need to be repaired in
the near future.

enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
