SITE HLSTORYAND CHARACTERIZATION
The subject property is a 0.275t acre tract located along the northeastern side of Harding
Place, immediately north of its intersection with Berkeley Avenue in Charlotte, North
Carolina. The site consists of Mecklenburg County Tax Parcel ID No. 12520222. The
property is occupied by a two house that was built sometime before 1929. The footprint
of the house is shown on Figure CH18.135-A in Appendix R.
The installation and usage dates for the former storage tank (UST-1) are not known. As
shown on the Site Layout Figure, No. CH18.135-A, UST-1 was located adjacent to the
northeastern comer of the house. No other USTs have been encountered on Parcel No.
12520222 and no other USTs are known to have been used at the parcel.
Based on review of the 1985 Geologic Map of North Carolina, the subject site is located
within the Charlotte Belt of the Piedmont Physiographic Province. This Province is generally
characterized by igneous intrusive and metamorphic bedrock that is Permian to Ordovician
in age. The intrusive rock is typically overlain with a layer of soil and weathered rock,
ranging in thickness from 0 to 150 feet. Bedrock within the Charlotte Belt consists
primarily of the diorite -granite complex, with the granite appearing to be the predominant
component of the complex. According to the Geologic Map, the subject site is underlain with
granitic rock.
According to the 1967 (Photorevised in 1988) "Charlotte East, North Carolina" United States
Geological Survey (USGS) 7.5-minute quadrangle map, the subject site is located between
approximately 652 and 664 feet above mean sea level (MSL). The ground surface across the
project site generally slopes downward toward the east. The low elevation of 652 feet MSL is
located at the southeastern property corner and the high elevation of 662 feet MSL is located
on the northwestern corner of the site.
CLOSURE PROCEDURES
Geoscience was on site on May 1, 2019 to monitor the removal of UST4. EVO
Corporation (EVO) was contracted to remove the tank. Prior to excavation, a vacuum truck
was used to remove residual fluids from the tank. Approximately 275 gallons of water
mixed with fuel oil were removed from UST-1. The product removed from the tank was
transported to EVO's facility for proper disposal. A copy of the Certificate of Disposal for
the product are included in Appendix V for your review.
The clean overburden on top of the tank was removed and stockpiled on -site. The tank was
then removed from the ground. The exterior of the UST-1, shown in Photographs 1 through
3 in Appendix Ill, exhibited obvious corrosion through holes at one end of the tank. The

tank was subsequently transported to EVO's facility for proper disposal. A copy of the Tank
Disposal Certificate is included in Appendix V. UST-1 was approximately 93 inches long
and 40 inches in diameter for an estimated capacity of 500 gallons.
SITE INVESTIGATION
After removal of the tank, the soils beneath it were examined for indications of a petroleum
release. Minor staining and petroleum odors were noted in the soils beneath the
northwestern end UST-1, at the location of the corrosion through holes. No free product
was encountered in the tank basin.
A total of two (2) soil samples (S-1 and S-2) were collected approximately eighteen (18)
inches beneath the centerline of the tank near the ends of the tank basin. The approximate
locations of the soil samples are depicted on Figure CH18.135-13 in Appendix II. The
samples were placed in laboratory -provided containers, packed on ice, and transported in a
cooler under appropriate chain -of -custody procedures to Prism Laboratories, Inc. (Prism) of
Charlotte, North Carolina for chemical analyses. Each soil sample was analyzed for
Gasoline -Range Organics (TPH-GRO) and Diesel -Range Organics (TPH-DRO) using EPA
Methods 5030 and 3550, respectively.
The results of soil analyses are summarized in Table B-3 in Appendix L As shown,
TPH-DRO and TPH-GRO were detected in sample S-2 at concentrations of 6,300 mg/kg
and 210 mg/kg, respectively. These concentrations exceed the 100mg/kg TPH DRO action
level and 50 mg/kg TPH-GRO action level established by the UST Section. The results
from sample S-1 did not exceed laboratory reporting limits. A copy of the laboratory test
report is included in Appendix IV.
POTENTLIL RECEPTORS
Geoscience conducted a walking survey of the area within 150 feet of UST-1. No potential
receptors were noted. Specifically, no water supply wells or surface waters were noted
within 150 feet of the release area.
CONCLUSIONS
Geoscience has observed and documented the closure of a UST formerly located at 1139
Harding Place in Charlotte, North Carolina. The tank was previously used to store heating
oil and was approximately 500 gallons in capacity. The installation and usage dates of the
tank are not known. Soil sampling conducted following removal of the UST confirms that
the soils immediately beneath the tank have been impacted by a release of petroleum. Soils
remain in place that exceed the 100 mg/kg TPH-DRO and 50 mg/kg TPH-GRO action
levels.

Given that no water supply wells are located within 150 feet of the release area, Geoscience
anticipates that a "No Further Action" determination could be obtained by filing an
appropriate "Notice of Residual Petroleum". However, based on the existing soil sample
results, the "Notice of Residual Petroleum" would likely include a restriction on the use of
groundwater at the site and an excavation restriction in the UST-1 basin area. Additional
assessment and/or soil remediation would be required to avoid these restrictions.
