K51 F-0585 Geoscience Project No. CHI8.0135.EV June 20, 2019 Page 2 SITE HISTORYAND CHARACTERIZATION The subject property is a 0.184f acre tract located along the southwestern side of Greenwood Cliff, approximately 140 feet northwest of its intersection with Berkeley Avenue in Charlotte, North Carolina. The site consists of Mecklenburg County Tax Parcel ID No. 12520210. Until its recent demolition, the property had been occupied by a one-story house that was built sometime before 1929. The house was converted for commercial use in approximately 1994. The footprint of the former house is shown on Figure CHI8.135-A in Appendix II. The installation and usage dates for the former storage tank (UST-1) are not known. As shown on the Site Layout, Figure No. CH18.135-A, UST-1 was located adjacent to the southern corner of the house. No other USTs have been encountered on Parcel No. 12520210, and no other USTs are known to have been used at the parcel. Based on review of the 1985 Geologic Map of North Carolina, the subject site is located within the Charlotte Belt of the Piedmont Physiographic Province. This Province is generally characterized by igneous intrusive and metamorphic bedrock that is Permian to Ordovician in age. The intrusive rock is typically overlain with a layer of soil and weathered rock, ranging in thickness from 0 to 150 feet. Bedrock within the Charlotte Belt consists primarily of the diorite -granite complex, with the granite appearing to be the predominant component of the complex. According to the Geologic Map, the subject site is underlain with granitic rock. According to the 1967 (Photorevised in 1988) "Charlotte East, North Carolina" United States Geological Survey (USGS) 7.5-minute quadrangle map, the subject site is located between approximately 650 and 662 feet above mean sea level (MSL). The ground surface across the project site generally slopes downward toward the east. The low elevation of 650 feet MSL is located at the eastern property corner and the high elevation of 662 feet MSL is located on the western corner of the site. CLOSURE PROCEDURES Geoscience was on site on January 2 and 3, 2019 to monitor the removal of UST-1. EVO Corporation (EVO) was contracted to remove the tank. Prior to excavation, a vacuum truck was used to remove residual fluids from the tank. Approximately 200 gallons of water mixed with fuel oil were removed from UST-1. The product removed from the tank was transported to EVO's facility for proper disposal. The clean overburden on top of the tank was removed and stockpiled on -site. The tank was then removed from the ground. The exterior of the UST-1 exhibited obvious corrosion through holes. The tank was subsequently transported to EVO's facility for proper disposal. UST-1 was approximately 78 inches long and 46 inches in diameter for an estimated capacity of 500 gallons. Geoscience Project No. CHI8.0135.EV June 20, 2019 Page 3 SITE INVESTIGATION After removal of the tank, the soils beneath it were examined for indications of a petroleum release. Neither staining nor petroleum odors were noted in the soils beneath UST-1. No free product was encountered in the tank basin. A total of two (2) soil samples (1128 Green-1 and 1128 Green-2) were collected approximately eighteen (18) inches beneath the centerline of the tank near the ends of the tank basin. The approximate locations of the soil samples are depicted on Figure No. CH18.135-B in Appendix II. The samples were placed in laboratory -provided containers, packed on ice, and transported in a cooler under appropriate chain -of -custody procedures to Prism Laboratories, hic. (Prism) of Charlotte, North Carolina for chemical analyses. Each soil sample was analyzed for Gasoline -Range Organics (TPH-GRO) and Diesel -Range Organics (TPH-DRO) using EPA Methods 5030 and 3550, respectively. The results of soil analyses are summarized in Table B-3 in Appendix I. As shown, TPH-DRO was detected in sample 1128 Green-1 at a concentration of 1,200 mg/kg. This concentration exceeds the 100mg/kg action level established by the UST Section for TPH-DRO. No other result exceeded its respective action level concentration. SOIL REMEDIATION Geoscience returned to the site on June 4, 2019 to monitor the removal of the impacted soils associated with closure sample 1128 Green-1. D.H. Griffin Wrecking Co., Inc. (Griffin) was contracted to remove the impacted soils. The area centered on closure sample 1128 Green-1 was over -excavated laterally and vertically in an effort to remediate the impacted soils. The final excavation measured approximately sixteen and one half (16.5) feet long, seven (7) feet wide, and eight (8) feet deep. The horizontal and vertical extents of the excavation were determined by screening the excavated soils with a photo -ionization detector (PID). The excavated soils were temporarily stockpiled on, and covered with, polyethylene sheeting pending arrival of trucks to transport the soils to an off -site disposal facility. The impacted soils were subsequently transported to the Earthtec facility in Bear Creek, North Carolina for proper disposal. A total of 21.62 tons of impacted soil were hauled off -site for treatment. However, this total includes soils excavated from UST basins at 1127 Harding Place and 1139 Harding Place. Geoscience estimates that one third of the total (7.21 tons) is attributable to this release. Copies of the disposal manifests for the impacted soil are included in Appendix III for your review. Upon completion of the soil removal, confirmatory soil samples (1128-3 through 1128-7) were obtained from the bottom and sidewalls of the resulting excavation. The soil samples were submitted to Prism under appropriate chain -of -custody for chemical analyses using Geoscience Project No. CH18.0135.EV June 20, 2019 Page 4 EPA Method 8260 (volatile organics), EPA Method 8270 (semi -volatile organics), and MADEP VPH/EPH (aliphatic and aromatic hydrocarbons). The remediation excavation was subsequently backfilled with clean soil. The analytical results of the confirmatory soil samples are summarized in Table B-3 in Appendix 1. As indicated on the table, C9-C22 aromatic compounds were detected in sample 1128-3 (excavation bottom) at a concentration of 131.2 mg/kg. This concentration exceeds the "soil to groundwater" maximum soil contaminant concentration (MSCC) of 31 mg/kg, but is below both the `residential" and "industrial/commercial" MSCCs established for C9-C22 aromatic compounds. No other exceedances of applicable cleanup standards were detected in the confirmation samples. A Copy of the laboratory test report is included in Appendix IV. POTENTIAL RECEPTORS Geoscience conducted a walking survey of the area within 150 feet of UST-1. No potential receptors were noted. Specifically, no water supply wells or surface waters were noted within 150 feet of the release area. CONCLUSIONS Geoscience has observed and documented the closure of a UST formerly located at 1128 Greenwood Cliff in Charlotte, North Carolina. The tank was previously used to store heating oil and was approximately 500 gallons in capacity. The installation and usage dates of the tank are not known. Soil sampling conducted following removal of the UST confirms that the soils immediately beneath the tank were impacted by a release of petroleum. In an effort to remediate the release, approximately 7.21 tons of petroleum impacted soil was excavated from the area centered on closure sample 1128 Green-1 and disposed of properly. Upon removal of these soils, a total of five (5) confirmation samples collected from within the resulting excavation were submitted for laboratory analysis. C9-C22 aromatic compounds were detected in the sample from the excavation bottom (1128-3) at a concentration that exceeds the "soil to groundwater" MSCC but is below both the "residential" and "industrial/commercial" MSCCs established for C9-C22 aromatic compounds. No other exceedances of applicable cleanup standards were detected in the confirmation samples. Given that the confirmation sampling demonstrates that the soil was remediated to concentrations below residential cleanup standards, and that no potential receptors were observed within 150 feet of the release area, Geoscience requests that the release be classified as "Low Risk". We further ask that the incident be closed with a "No Further Action" determination contingent upon the filing of an appropriate "Notice of Residual Petroleum" prohibiting use of groundwater at the site.
