The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 16, 2019.
2. The facility is open to the public Monday through Friday, 7:00 am to 4:00 pm.
3. Waste is transported to the Upstate Regional Landfill in Enoree, South Carolina by K.R. Drenth Trucking, Inc.
Operations Inspection of the Transfer Station (4504T-TRANSFER-1998)
4. The transfer station has two tipping floors, each with its own loading bay. Shed 1 is reserved for commercial
trucks and vehicles with hydraulic lifts. Shed 2 is for residential customers and hand unloaders.
5. Windblown litter was minimal and well managed at the time of the inspection.
6. The trench drains in both sheds were clear and appeared to be working properly.
7. No unapproved material was observed on the tipping floor in either shed at the time of inspection.
8. Both loading tunnels were clean and well maintained. The leachate drains in the loading tunnels were clear and
seemed to be working properly.
9. Three trailers were parked in the loading trailer parking area. All trailers appeared to be leak resistant and
compliant with the requirements of 15A NCAC 13B .0105. Facility staff stated that the contracted hauler had
been repairing trailers as needed.
10. The transfer station was well managed at the time of inspection.
Operations Inspection of Area 5 (Treatment and Processing, Beneficial Fill)
11. The facility collects land clearing waste and untreated/unpainted pallets for grinding.
12. Cason Companies had been on site since September grinding the collected wood waste. The ground material is
removed by Cason Companies and is used for boiler fuel or mulch.
13. No unapproved material was observed in the wood waste stockpiles at the time of inspection.
14. The facility has a dumpster stationed in Area 5 to collect any unapproved material that is brought to treatment
and processing area.
15. The facility collects clean, unpainted concrete and brick for use as roadbed throughout the facility. No
unapproved material was observed in the stockpile.
16. Area 5 was well managed at the time of inspection.
Operations Inspection of Area 4 (Electronic Waste and Tire Collection)
17. The facility collects scrap tires, televisions, and other electronics to the east of the scale house.
18. The facility palletizes the electronic waste and sends it to ECycle Secure in Charlotte, NC for recycling.
19. Scrap tires are collected in four van trailers and are sent to US Tire in Concord, NC for processing.
Other Comments
20. White goods are collected at the Citizens Convenience Center which is accessed by a separate entrance.
Refrigerant -containing white goods were observed to be stored separate and upright on a concrete pad.
21. The county collects food waste at the Citizens Convenience Center and the material is sent to Atlas Organics in
South Carolina for composting.
22. Citizens can also drop off recyclables, used motor oil, oil filters, cooking oil, used antifreeze, lead acid batteries,
and electronics (excluding televisions and CRT monitors) at the convenience center.
23. The Citizens Convenience Center was well managed at time of inspection.
