STATUS OF PERMIT:
Active: Permit to Construct (PTC) Construction and Demolition (C&D) Landfill, Phase I issued 6 April 2015; expires
6 April 2020. Pursuant to 15A NCAV 13B .0201(g), no later than 6 October 2019, the permittee must submit to the
Division a permit amendment application prepared in accordance with 15A NCAC 13B .0535(b).
PURPOSE OF SITE VISIT:
Partial Facility Compliance Inspection without records review/Pre-operative Facility Compliance Inspection of Phase
I Cell 3.
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Construction and Demolition (C&D) waste Landfill and a Temporary Disaster Debris
Staging Site (TDDSS).
2) This Facility is permitted to receive Construction and Demolition (C&D) waste as defined in NCGS 130A-
FACILITY COMPLIANCE INSPECTION REPORT

290(a)(4) generated in Carteret, Craven, Duplin, Jones, and Onslow Counties.
3) This Facility is currently operating in Phase I Cell 1 and Cell 2.
4) This Facility is currently receiving C&D waste from the Maysville C&D Recycling and Recovery Facility,
permit #52-02.
5) This Facility does not accept wastes containing asbestos.
6) The Facility is secured by means of a locked gate at the Facility entrance. The gate was open upon my arrival
and Green Recycling Solutions Personnel were on-site during this Facility Compliance Inspection.
7) The Facility access road is of all-weather construction and is being well-maintained at this time.
8) Soil is stockpiled in an area adjacent to the landfill for use as weekly cover.
9) Permanent, highly visible, edge-of-liner markers delineating the waste disposal limits are maintained as
required.
10) Windblown debris is being well managed at this time. No windblown debris was observed leaving the Facility
during this Facility Compliance Inspection.
11) The waste type was reviewed; only Construction & Demolition waste was observed and no unpermitted waste
streams were noted in the active disposal area during this Facility Compliance Inspection.
1) The active areas of the landfill are in need of cover. *Please ensure that all waste is being covered with a
minimum of six inches of soil at least once per week or when the active disposal area reaches ½ acre in size,
whichever occurs first.
2) The outside slope of Cell 1 and 2 appear to be sloped at a slope greater than 3:1. *Please ensure all outside
slopes are constructed and maintained at a slope not greater than 3:1.
12) Erosion was observed on the outside slopes in various areas. No off site erosion was observed. *Please repair
all eroded areas by filling and grading at a slope not greater than 3:1. All repaired areas should be mulched
and seeded to establish a groundcover suitable to prevent erosion of your land fill cap system.
13) The outside slopes of the active cells were lacking adequate cover to prevent erosion of your landfill cap
system. *Please seed and mulch all outside slopes to establish a cover crop suitable to prevent erosion of your
landfill cap system. Please monitor the cover crop to ensure that it is established and maintained as required.
Any areas where germination does not occur should be re-seeded and mulched promptly.
14) The leachate collection system and storage tanks were reviewed. The system appears to be functioning
properly and is well maintained at this time.
15) Construction of the Phase I Cell 3 expansion has completed. The expansion area appears to have been
constructed in accordance with the approved Permit to Construct (PTC). *This area may not be utilized for
the disposal of solid waste until all pertinent construction quality assurance documentation has been submitted
and the Permit to Operate has been issued.
