Dear Ms. Wilson:
Enclosed please find for your review and approval an application for a permit
amendment for B&B Concrete Products, Inc. for a small, Type 3 Solid Waste
Compost Facility (Permit Number 5705) located at 1687 Georgia Road in
Franklin, NC.
We are aware that the current permit is set to expire on October 24, 2019, and
we apologize for the delay in delivering our submission to renew. However, I
believe you will find that, as in years past, our operation remains very simple
and straightforward, and I trust you will find that approach has been applied to
our application as well.
In the event that an extended time period is needed for review, may I ask that
you consider an extension of our current permit until that can be completed?

Design Plan
(1) List the types ... to be accepted
Two types of material are accepted. The first is grease trap waste. The
company (B&B) provides a grease trap pumping service to local
restaurants, which generates sufficient volume for the operation on a
year-round basis. The other material is wood chips, which are provided
by two local, privately -owned tree service companies. Material from the
general public is not accepted.
(2) Estimate of materials
On average, the facility receives 20 cubic yards of grease trap waste and
40 cubic yards of wood chips on a monthly basis for the purpose of
composting.
(3) Design capacity of the facility
The incoming volume for a year would be 240 cubic yards of grease trap
waste and 480 yards of wood chips, although on average the company
produces 10 windrows of compost annually. Production is limited to one
compost pad, a six-inch thick concrete pad that measures 43 feet in
width by 48 feet in length. An area for raw material storage is provided
immediately west of the pad.
(4) Compost recipe
The recipe consists of two items, processed grease trap waste and wood
chips. Carbon to nitrogen ratio (C:N) testing and calculations have not
been performed.
(5) Methods used
The same amount of material (20 yards of grease trap waste and 40
yards of wood chips) are used to create each and every windrow and are
mixed as outlined in Item (9) of Section 1 below. No shredding is
performed at the site. Mixing and proportioning are done with the
backhoe bucket.
(6) Process flow diagram
A process flow diagram is included as Exhibit A to this application.
(7) Grading and sloping
Runoff from the site is directed to a pipe that feeds into a 1000-gallon
storage tank, resulting in little or no ponding of water.
(8) Anticipated process duration
The anticipated process duration is generally about one month in length.
For example, if a new windrow is created on the first day of the month, it
would be turned for the first time approximately three to five days after
creation, with temperatures monitored each weekday. The windrow is
then turned a minimum of once per week. After a period of 30 to 35
days, the windrow is moved and a new one is created and the process
resumes.
(9) Compost method
The treated, dewatered (solid) grease trap waste is dumped onto the pad
from a roll -off container via a truck from an adjacent dewatering facility
also operated by the company. Wood chips are then added using a
backhoe bucket. The product is then turned and turned with the
backhoe until thoroughly mixed. This blended material is then shaped
into windrows that are anywhere from eight to 12 feet in width and five
to seven feet in height. The windrows remain in place for a minimum of
30 days and occasionally as often as 45 days depending on the need for
space. Temperatures are maintained at or above 131 degrees Fahrenheit
for at least 15 days. Windrows are turned at least five times while the
temperatures are above 131 degrees, normally one to two times per week
as needed. Temperatures are monitored once per work day, using a
three -foot -long temperature probe. The finished material is removed
from the pad and stored on site, and a new windrow is then created
using the same process.
(10) Surface water control features
The facility is designed to control the possibility of runoff entering ground
or surface waters. Runoff from a normal rainfall event is directed to a
1000-gallon storage tank located to the south side of the pad, and the
tank is pumped as needed and transported to the Town of Franklin's
Wastewater Treatment Plant (WWTP).
(11) Process / contact water
Process and/or contact water is handled in the same manner as
described in Item 10 of Section 1 above.
(12) Amendments
There are no amendments added to the grease trap waste and wood
chips.
(13) Item 13 in Section 1 is not applicable to this permit application as it is
not a Large Type 3 facility.

Operation Plan
(1) List and description of equipment and equipment maintenance

(2) Site security and access control
The compost pad is located in an interior portion of the company's site
and is only open during normal business hours. Otherwise, it is secured
behind a locked gate.
(3) Operator on duty when site open for public use
Access to the compost pad is only available during normal business
hours, and the operator or his designee are the only ones allowed to
perform any function associated with the operation. Members of the
general public are not allowed access to the site without the operator or
his designee present.
(4) Access road of all-weather construction / maintenance
The access road to the compost pad is , made of concrete, which turns
into a short gravel drive to the actual site. The road is easily maintained
and requires little or no maintenance, which can be performed with a
backhoe as needed. This same access road is used for other company
business as well.
(5) Days and hours of operation, day -end procedures
The company operates from 8 a.m. to 4:30 p.m. Monday through Friday
unless other circumstances warrant. Any functions performed at the
site, such as turning of windrows, occur during this time. As to specific
day -end procedures to perform, the leachate tank is checked daily to
determine if it needs to be pumped. Also, the drainage ditch is checked
for possible debris and is cleaned if needed.
(6) Signage
As the general public is not allowed on -site, the need for signage is
essentially non-existent. The tree service vendors who provide wood
chips are informed in advance where to dump material for future use.

Not applicable to this operation/site.
(S) List of personnel required and their responsibilities

As yard supervisor, this employee maintains overall responsibility
for the day-to-day maintenance of the compost pad and the
windrows, which he creates, mixes and turns as needed.
(9) Narrative description of compost process from beginning to end
(A) Solid grease waste from the dewatering container is placed on the
compost pad and immediately mixed with wood chips.
(B) Temperature monitoring occurs at least once each weekday of
operation (not on holidays) and windrows are turned weekly.
(C) Process continues until finished product is ready to be hauled
off/ away or stored on site.
(10) Method for screening loads for unacceptable waste
No "unacceptable waste" is allowed in the mix.
(11) Anv special handling of materials
None, unless a description of the dewatering process of the grease trap
waste is necessary. An operations manual for this process exists and is
controlled under another permit.
(12) Any amendment to be added to compost
None.
(13) Processing activities to prepare materials for composting
Dewatering of grease trap waste.
Only wood chips that are already ground are accepted.
(14) Pile sizes
Generally speaking, the windrows range in width from eight to 12 feet
and from five to seven feet in height. The windrows also range from 25 to
30 feet in length.
(15) Describe compliance with time. temperature and turning; requirements
Compost is kept on the pad for approximately 30 days.
Temperatures are monitored daily using a three -foot -long probe.
Windrows are turned weekly via backhoe.
(16) Describe any other monitoring
Not applicable.
(17) Method of aeration provided
Turning via backhoe is only method used.
(18) Provide an odor management plan
Clean wood chips are added to existing compost if odor becomes an
issue. Due to the location of the pad within the business facility, there
are no residences in the nearby vicinity that would be affected.
(19) Describe compost testing and method for collecting samples
Testing is performed semi-annually.
Samples are collected with a clean shovel and disposable gloves and are
sent to Earth Environmental or Pace Analytical for testing.
(20) Describe distribution and ultimate use of finished compost
Finished compost is stored on site.
The finished product is also provided free of charge to residents who use
it for a variety of purposes.
(21) Describe recordkeeping and annual reporting
Data is recorded in an annual calendar planner as to dates of creation,
temperature readings and turnings, and movement to another location.
Annual reports are submitted each July in the format provided by the
state.
(22) Describe operational activities for surface water and process water
Rain water that is collected on the pad is directed by gravity flow to a
leachate tank, which is pumped as needed.
Any process water would also be channeled to the leachate tank.
(23) Plan for fire prevention
A small fire in the windrow could be extinguished by using the backhoe
to spread out the material and snuff any flames. Otherwise, 911 would
be called and the Franklin Fire Department would respond. The fire
department is less than two miles to the north and could be on site in as
little as three to five minutes.
(24) Plan for maintaining faciliry property
Because the facility property has more than one use, a variety of actions
are used to minimize noise, vectors, litter, dust and any other airborne
particulates. As to the compost pad/windrows, at the end of each
business day, all areas are properly maintained to avoid any of the items
outlined above. Litter and blowing dust leaving the property are not
issues with this process.
(25) Contingency plans for wind. heavy rain, snow, freezing weather
A steep embankment to the immediate west of the compost pad shields
the windrows from westerly wind, which is most prevalent in this area.
Impacts on the windrow from a heavy rain or snow are minimal, as any
runoff is handled as described in Item 22 above. Freezing weather also
has a minimal impact.
(26) Site safety procedures
As access to the site is limited to the public, safety measures are directed
primarily to employees. Generally speaking, only the person operating
the backhoe is at the site during the initial mixing of the product and for
any turning afterward. Caution is also exercised when the finished
product is removed from the pad.
(27) Describe closure procedures for this site
The dewatered grease trappings would be taken to the Macon County
Landfill.
Wood chips from the tree service providers would no longer be accepted.
The concrete pad could be repurposed by the company as needed or if
needed. If not needed, could be broken up and hauled away.
Should the site become inactive, it would take less than 60 days to
remove all items from the site.
