A. 15A NCAC 13B.1626(2)(a): Resolved. The working face was covered with an approved alternative daily cover
(tarp) as required by 15A NCAC 13B.1626(2).
B. 15A NCAC 13B.0203(d): Resolved. The working face was covered with an approved alternative daily cover
(tom).

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 11, 2019.
2. A pre -operational inspection of the landfill was conducted at 6:50 am to ensure that all waste was being covered
at the end of each operating day as required by 15A NCAC 13B.1626(2).
3. The facility is currently filling in Phase 4 and the working face was covered with a tarp. A small amount of
waste had been pulled out from underneath the tarp by scavengers. Facility staff stated that they have been
having issues with coyotes.
4. The facility is also covering the trailer tipper with a tarp at the end of each operating day.
5. Good soil cover was observed on the top of the cell and side slopes. The side slopes in phase 4 had been seeded
and vegetation was emerging.
6. The facility had repaired erosion rills and seeded portions of the north slopes of Phase 3.
7. The leachate pond was observed to have adequate freeboard at the time of inspection.
