Noted a significant broadleaf weed problem on Field #11 & Field #7. As per the nutrient management plan the approved crop for Field #11 is small grain/millet and for Field #7 is fescue. As per the plan weed control will be implemented as needed to maintain 80% coverage of the approved crop for each field. An adequate cropstand is required for land application to occur. Your regional agronomist or extension agent may be contacted for advice on weed control & improving the cropstand. .0842(a)(10) Disposal area boundaries shall be marked on the ground while a site or any portion of a site is in use. Markers shall be of adequate height and spacing such that they are visible and distinguishable from the surrounding landscape for determining the disposal boundaries when the site is in use. Missing markers were noted on the low side of Field #6, the back side of Field #9 and the front middle of Field #15. Enclosed is a site map highlighting these areas. Discussed/reviewed the submittal for the permit renewal. Mr. Woodall stated that the crop/field list in the nutrient management plan is accurate – discussed how each field shall have only that approved cropstand. If changes are to be made in the future it shall be communicated in writing to this office. 2. The vehicle paths that were previously noted on Fields #9 & #11 are no longer present. Field #9 needs cut. 3. No apparent sign of land application outside the permitted boundaries. It appears that the approved setbacks are being met. 4. No sign of heavy application. No sign of grease burns. No odors noted. 5. The access path is adequate and the required signs are posted. 6. No soil sampling is required this fall – will be taken by the operator in the fall of 2020. 7. Enclosed is a 2019 class schedule – if you have not already attended one of the classes please register for one of the remaining locations to obtain the required training hours before the end of the year. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
