Permit was set to expire on April 21, 2019. An extension was granted for 1 year (FID 1318915) which the PTO to expire April 21, 2020.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Permit to Operate was issued on April 21, 2014 and Expires on April 21, 2019. Facility has submitted a request for
permit review and was granted extension dated April 09, 2019 for 1 year (FID 1318915) which sets the PTO to expire April 21, 2020. 02 – Facility has signage at entrance with required information.
03 – Directional signs are present. 04 – Facility is secured by locking gates and fencing. 05 – Interior roads are constructed of all-weather materials and maintained well. Water was being added to prevent dust issues. 06 – Facility is permitted to receive waste generated by and in North Carolina. 07 - Several small leachate breakout repairs were noted during this inspection. 08 - Facility has a Plan of Action in place to address this issue. 4 wet sumps have been already added and 1 more is scheduled to be added to pull this leachate into the leachate system. Noted on March 27, 2019 inspection report.
09 – New grass matting is being applied to bare areas. 10 – Grading has been done to fill lows spots on top of landfill. This also will be getting new grass matting. 11 – Windblown trash is looking a lot better. 12 – Leachate tank area looks good. 13 – Hurricane Dorian Disaster Debris are currently being hauled to this facility along with normal business. 14 – Drillers Mud is being piled on an area next to the working face and being used as ADC testing. Per request document in Laserfiche dated May 06, 2019 (0803_East Carolina_20190506). 15 – The new cell construction looks to be moving forward. Digital pictures were sent to DWM-Permitting Section for their files. 16 – Digital pictures taken and some attached to this report.
