The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 1, 2019.
2. Waste is transported by Kinsland Trucking, Inc. to the R&B Landfill in Homer, Ga.
Operations Inspection of the Transfer Station
3. The transfer station consists of a covered concrete pad and metal hopper. Waste is loaded into the hopper that is
directly over the transfer trailer.
4. The transfer station is only used by commercial haulers and Swain County vehicles. Residential customers use
the convenience site located next to the transfer station.
5. Windblown litter was minimal and well managed at the time of inspection.
6. A large amount of yard waste was observed in a roll off container that was being unloaded. Facility staff also
saw the material and removed it by backhoe and by hand. The yard waste was loaded onto a pickup and staff
stated that it would be taken to the Swain County LCID (permit number 87A) for disposal. Please continue to
remove unapproved items from the waste stream and manage them as required by law.
7. Loaded trailers are parked on a covered concrete pad that has leachate collection. One trailer was parked in this
area and the trailer appeared to meet the requirements of 15A NCAC 13B .0105.
Other Comments
8. Electronics are collected and placed in gaylord boxes under cover to the south of the transfer station. The
collected electronics are sent to Synergy Recycling in Madison, NC for processing.
9. White goods and scrap metal are collected on a concrete pad adjacent to the electronics area. White goods
containing refrigerants were observed to be stored upright and separate from other scrap metal.
10. The electronics and white goods/scrap metal areas were well managed at the time of inspection.
