The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. The site includes an MSW transfer station and a public convenience center. The transfer station accepts waste
only from City of Reidsville trucks that collect from within the city limits. The convenience center is open to
the public and accepts C&D waste, electronics and televisions, used cooking oil, used motor oil and oil filters
from city residents.
2. Waste received at the transfer station is compacted into transport trailers and taken to the Rockingham County
Landfill (permit # 7904) for proper disposal.
Records Review:
3. The current Permit to Operate and approved Operational Plan (dated February 20, 2015) were available at the
transfer station for review. Please note that the current Permit to Operate expires September 7, 2020, and a
renewal application must be submitted to the Solid Waste Section by March 7, 2020.
4. Training records indicated the following staff members are currently certified by NC SWANA as Transfer
Station Operations Specialists:
• Rodney Lovelace —expires 11/3/2019;
• Ricky French — expires 10/9/2020;
• Billy Joe Watlington —expires 3/25/2021.
Ms. Knowles stated that Rodney Lovelace had been registered for transfer station operations specialist class,
and that she was considering sending an additional employee to obtain a certification as well.
5. A review of the 2018-19 facility annual report found that the transfer station received a total of 6,407.97 tons of
waste. Tonnage records for the current fiscal year were reviewed and indicated that 596.59 tons of MSW waste
were received at the transfer station in July 2019, and 567.86 tons of MSW waste were received in August
2019.
6. Waste screening records for the current month are maintained at the transfer station; additional waste screening
records are stored in the solid waste division office on Vance Street. Random waste screenings take place once
a week, and the log includes information about waste types and any unacceptable waste found as well as the
disposition of that waste. Waste screening records were reviewed for July and August 2019 and were found to
be complete.
7. Ms. Knowles advised that she will be retiring as of December 1, 2019, and that Mr. Smith would be handling
solid waste operations until her replacement is hired and settled.
Facility Inspection:
8. The entire site is secured by means of a chain link fence with two locking gates to prevent unauthorized access.
The hopper is not housed within an enclosed structure. However, it is surrounded by a chain link fence with a
locking gate so that unloading can be prevented if the operator is away from his station.
9. Proper signage was observed on the entry gate.
10. The site was observed to be clean and well -maintained. Windblown litter was extremely minimal.
11. Access roadways and the entire convenience area are paved and were found to be clean and in good condition.
12. The compactor area was also clean, with only a few minor pieces of litter evident under the trailer. Ms. Knowles
explained that the facility operator collects any trash that falls around the transport trailer between incoming
loads and after pulling the trailer out of the loading area.
13. Trucks carrying incoming loads back directly up to the hopper and unload slowly as directed by the facility
operator, who observes the contents of each load. Once the entire load has been dumped and no unacceptable
waste is identified, the facility operator opens the hopper door and engages the compactor. The hopper is fitted

with nozzles that can be used to spray clean water while unloading takes place. This procedure prevents dust
and windblown litter and also helps to minimize odor.
14. The hopper and the fenced area that surrounds it were observed to be clean and well -maintained.
15. All liquid from the hopper spray nozzles and from the waste in the compactor is directed to a trench drain under
the trailer loading area. The drain was clear of waste, allowing leachate to flow freely. From the drain, leachate
is piped into a settling pit and oil separator, then directly to the city's sanitary sewer line. City staff pump out
solids from the oil separator and settling pit as needed.
16. The leachate collection system appeared to be well -maintained and functioning properly. Ms. Knowles stated
that the drain is inspected and cleaned throughout the day, and that the loading area is swept clean and usually
hosed down before close of operations each day.
17. The convenience area is designed with ample space for transfer trucks and residential vehicles to maneuver
safely. Truck traffic heading for the transfer station is routed to the hopper along a separate access road. The
facility was operating at the time of this inspection, and traffic appeared to be flowing smoothly and safely.
18. One transfer trailer was at the facility during this inspection, parked in the loading area and receiving waste
from the compactor. The trailer was inspected and found to be in good condition. No cracks or holes were
evident, and no liquid was observed to be leaking from the trailer.
19. A roll -off container is staged in the convenience area for receiving C&D waste from residents. Electronics and
televisions are collected and stacked in a covered area on the northern end of the convenience center. Full loads
of C&D waste and televisions/electronics are transported by city staff to the Rockingham County Landfill for
proper disposal or recycling.
20. Containers for the collection of used oil, oil filters and used cooking oil are staged in the convenience area for
public use. Ms. Knowles stated that the city contracts with Noble Oil for the recycling of the used motor oil and
oil filters; and, with Greenlight Biofuels for recycling of the used cooking oil. She added that the contractors
pick up these materials regularly and ensure that collection vessels are intact and in good condition; city staff
keep the containers and collection areas clean as a part of normal facility operations.
