During the meeting, we reviewed the site history and remediation progress to date and agreed on a proposed path forward which includes turning off the biosparging and soil vapor extraction systems for approximately one year to monitor for the potential rebound of petroleum constituents in groundwater during static conditions. As requested, Jacobs, on behalf of Plantation, has prepared a supplemental monitoring plan, presented below, to monitor groundwater concentrations in key monitoring wells on a quarterly basis while the remediation systems are not operating. As we discussed, Plantation has made significant progress regarding remediation at the site. The frequency of occurrence and thickness of light nonaqueous phase liquid (LNAPL) in monitoring wells has been reduced from accumulations of up to five feet of LNAPL in 29 wells, historically, to zero detections of LNAPL during the October 2018 and April 2019 monitoring events. Similarly, the concentrations of dissolved -phase petroleum constituents have decreased significantly, and there were no exceedances of the North Carolina Groundwater Quality Standards (NCGWQS) in samples collected in April 2018. In October 2018, only benzene was detected, in one well (MW-10), at a concentration of 1.2 micrograms per liter (µg/L), which is slightly above the NCGWQS of 1 µg/L. Additionally, there have been no exceedances of soil gas screening criteria in soil vapor samples collected from monitoring points located on Lots 6 and 7 since April 2016. As we agreed, the remediation system was turned off on May 1, 2019, and will be maintained throughout the rebound study. Jacobs will conduct monthly site security inspections during the rebound monitoring period. In addition to the regularly -scheduled semiannual and annual monitoring events planned for October 2019 and April 2020, respectively, Plantation proposes to collect additional groundwater samples from six key monitoring wells (MW-2, MW-3, MW-8D, MW-9, MW-10, and PZ-12, as shown on Figure 1) on a quarterly basis in July 2019 and January 2020. Ms. Trudy Beverly and Mr. Ron Taraban May 30, 2019 Page 2 of 2 JACO BS¶ elevations and dissolved oxygen concentrations will be measured from each of the six listed monitoring wells, and groundwater samples will be collected using HydraSleeve samplers and analyzed for benzene, toluene, ethylbenzene, xylenes, and naphthalene by U.S. Environmental Protection Agency Method 8260B. A quarterly data submittal, consisting of a cover letter and the validated laboratory report, will be submitted to NCDEQ, as well as the additional recipients of this communication, about 30 days after sample collection. Since the remediation system is now shut down, the first quarterly data submittal will be combined with the next Annual Monitoring Report, which is scheduled for submittal in August 2019.
