REGAN Secretary MICHAEL SCOTT Director September 24, 2019 Carolina Oil Company Attn: Robbie Barbour Post Office Box 5010 Concord, NC 28027 (via Email) Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(b) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Pitt Stop BP 3609 Highway 29 S., Concord Cabarrus County Incident number: 13403 Risk Classification: High Dear Mr. Barbour: The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the July 31, 2019 Monitoring Report on August 2, 2019 and the September 13, 2019 Receptor Survey Update on September 17, 2019. The report recommending continuing semi-annual sampling of monitoring and supply wells (June and December) and sampling monitoring and supply wells prior to the recommended Mobile Multi -Phase Extraction (MMPE) of in July and January was reviewed and approved on September 17, 2019. The receptor survey requesting lowering the risk of the site was reviewed and approved on September 18, 2019. The paper report copy will be maintained in the MRO. The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche). The report indicates: • The site is a High Risk site because of supply well WSW-1 being located within 500 feet of the site. WSW -1 has also been historically impacted with MTBE. There are other petroleum fueling stations at this traffic intersection so we are uncertain of the true North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 source of the MTBE in WSW-1. Due to the no power at the well, WSW-1 was not sampled during the July 2019 sampling event. • Dissolved phase petroleum constituent compounds were detected in concentrations above the 15A NCAC 2L Groundwater Standards (2L Standards) in monitoring wells MW-IOB, MW-16, and MW-17. • The current contaminant mass, as calculated from the July 2, 2019 routine sampling event and areal plume area (combination of benzene and MTBE plumes) is approximately 3,368 grams and 4,950 square feet, respectively. This contaminant mass is an increase from the January 2019 sampling event which was approximately 538 grams. • The total VOC concentrations prior to the most recent MMPE event for the monitoring wells with select contaminant levels above the 2L Standards decreased in MW-IOB, MW-13, MW-16 and slightly increased in MW-17 since the previous routine sampling event. Per this Notice of Regulatory Requirements: • Continue semi-annual monitoring (June and December) by conducting a groundwater sampling event of all the incident monitoring and supply wells in December 2019 to monitor plume stability and WSW-1 contaminant concentrations. Sample Monitoring wells MW-2, MW-6, MW-IOB, MW-13, MW-14, MW-15, MW-16, MW-17, and well WSW-1. • The next monitoring report is due by January 31, 2020. Please note that sampling and correction action must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
