A notification of values exceeding a groundwater protection standard as defined in 15A NCAC 136 .1634(g)(h) is attached. It includes a list of
groundwater monitoring points, dates, analytical values, NC 2L groundwater standard, NC Solid Waste GWPS and preliminary analysis of the
cause and significance of any concentration.

Dear Ms. Drummond:
Samples collected from MW-20 downgradient of the Surry County closed unlined landfill located in Mount Airy contained
unprecedented concentrations of VOC(s). During the most recent semi-annual monitoring event performed on May 17, 2019
samples collected from MW-20 contained benzene at 1.15 ug/L and vinyl chloride at 3.59 ug/L which were above their respective
NC 2L Groundwater Standards 1.0 ug/L and 0.03 ug/L. A subsequent verification sample collected from MW-20 on August 29,
2019 contained vinyl chloride at 1.3 ug/L which remains above the 2L Standard (0.03 ug/L) but benzene levels fell to 0.58 ug/L
which is below the Standard (1.0 ug/L). A table summarizing the detections of MW-20 and MW-9 compared to Standards and a
potentiometric map are attached.
MW-20 is located approximately 100 feet southwest of MW-9 and was installed in 2007 to delineate the horizontal extent of a
release from the oldest Northern unlined landfill which was permitted in 1983 and ceased waste acceptance prior to 1992. During
the semi-annual event MW-20 contained the same 15 detections as MW-9 but at generally lower concentrations. MW-9 is under
corrective action in the form of monitored natural attenuation (NINA) in response to consistent detections of VOCs. The observed
low levels of contaminates coupled with the location of the local discharge features relative to the compliance boundary makes it
unlikely that groundwater is or will become impacted above allowable levels beyond the compliance boundary. The local
discharge feature directly downgradient of MW-20 is monitored by SW-2, which has not contained contaminates above established
NC 2B Standards since May 8, 2008.
The full semi-annual monitoring report for this spring 2019 event is planned to be submitted soon. Assessment monitoring and
corrective action is planned to continue indefinitely.
