Via: E-mail September 13, 2019 Ms. Trudy Beverly North Carolina Department of Environmental Quality 610 East Center Street, Suite 301 Mooresville, NC 28115 Subject: Updated Receptor Survey- Carolina Fast Mart #4 Pit Stop 3690 Concord Parkway, Concrod, NC Shield Project No. 1120116 Latitude - North 350 22'14.05"; Longitude - West 80 0 39' 56.88" Dear Ms. Beverly, Thank you for your recent inquiry about the receptor survey in our July 31, 2019 Monitoring Report for the Carolina Fast Mart #4 Pit Stop site. Based on discussions with our field services manager who conducted the last receptor survey in July 2019, Shield Engineering, Inc. (Shield) has since updated the receptor survey using Google Earth instead of the radii drawn on our original 1,500' Radius Map (Figure). Shield also reviewed the analytical data from WSW-1, the supply well approximately 590 feet from the site with previous detections of methyl tertiary butyl ether (MTBE) and diisopropyl ether (IPE). In addition we evaluated the nearby surface water bodies. All of these evaluations or re-evaluations have led to the findings below and a request for the North Carolina Department of Environmental Quality (NCDEQ) to lower the risk of the site to a Low Risk. FINDINGS Receptor Survey - The receptor re-evaluation has caused some revisions to our Table 1: Water Supply Well and Receptor Information and the attached Figure. Please see the attached. There is one possible water supply well (WSW-2 at 60 Pitts School Road) within 500 feet of the nearest source area on site. However, the existence of this well is uncertain. In the past there was a house at 60 Pitts School Road with a possible well house behind it. The house has been torn down and the well may have been abandoned/graded over. There are two water supply wells (WSW-1 and 8) beyond 500 feet but within 1,000 feet of the nearest source area on site. WSW-1 has not been used since 2018; they are connected to municipal water. WSW-8 is used for irrigation only. There are three water supply wells (WSW-3, 4, and 6) just beyond 1,000 feet from the nearest source area on site. WSW-3 is used for washing cars. WSW-4 and 6 are not in use. The next three nearest water supply wells observed are WSW-5, 7, and 9 which are all well beyond 1,000 feet from the nearest source areas at the site. A receptor survey update was performed in 2019 by Shield personnel in order to review the status of known receptors and present information on new receptors, if applicable. Shield personnel drove, walked, and reviewed maps of the area within 1,500 feet of the site. We talked to residents when available. Request for water supply well information surveys were sent to all known properties where water supply wells have been observed. Only four surveys were returned. Regarding the reconnaissance, the interviews, and the survey letter responses, we can only report what was readily Updated Receptor Survey September 13, 2019 Carolina Fast Mart #4, Concord, NC Page 2 visible, distances measured on maps, what the interviewed parties told us, and what was reported on the survey letters; we are not validating whether the information is correct. Figure 3 and Table 1 should not be used separately from this portion of the letter. If any additional information is obtained regarding the water usage within 1,500 feet of the site, Shield reserves the right to update our findings. WSW-1 Findings - Since 2016 the concentrations of MTBE and IPE have been below the 15A North Carolina 2L Groundwater Standards (2L Standards). WSW -I has been showing decreasing levels of MTBE and IPE since 2014. MTBE was 1 microgram per liter (µg/L) when last sampled in June, 2018. IPE was not detected for the last 4 semi-annual sampling events since 2016. See the "Summary of Historical Analytical Results — Groundwater Samples" in Table 4 attached. Sometime after the June, 2018 sampling event, a pipe in WSW-1 broke, the party(ies) who live at the property disconnected the electricity to the well, and the well is not being used. This was confirmed in July, 2019 by Shield's field services manager. Previous interviews with the owner(s) of the well were not successful in getting them to abandon their well and connect their car washing station to municipal water. We previously advised the property owners of concern relative to drinking water from this well, although the levels of MTBE and IPE are now below the 2L Standards. There are other petroleum fueling stations at this traffic intersection so we have always been uncertain of the true source of the MTBE and IPE in WSW-1. Surface Water - There is one drainage feature or drainage ditch adjacent to the site (and within 500 feet) which collects runoff from the site and perhaps the adjacent farm. It flows northwest under Pitts School Road and then into an unnamed intermittent drainage feature. Historically it appears that the unnamed intermittent drainage feature only contains water during rainy periods. The unnamed intermittent drainage feature ultimately flows into the Rocky River. This is not a blue lined stream on the United States Geological Survey (USGS) Topographical Map for the area. The other nearest surface water body is beyond 500 feet from the site. It is another unnamed intermittent drainage feature approximately 900 feet west of the site that flows into Coddle Creek. CONCLUSIONS Because of previous receptor information and previous groundwater contaminant level(s) being detected in supply well WSW-1, the site has been ranked by the NCDEQ as a "High Risk" site. Since 2016 the concentrations of MTBE and IPE have been below the 2L Standards. With the decreasing trend of the concentrations of MTBE and IPE in WSW-1 in WSW-1 it could easily be below detection levels now. Also, this well is no longer functional and is not being used. None of the other criteria for a High Risk site are present. The only surface water body within 500 feet of the site is an intermittent drainage feature with flowing water seemingly only during rainy events. It is not a blue lined stream on the USGS Topographical Maps. No other criteria would make the site an Intermediate Risk site. Based on these two criteria we respectfully request that the NCDEQ lower the Risk of the site to a Low Risk site. Updated Receptor Survey September 13, 2019 Carolina Fast Mart #4, Concord, NC Page 3 Based on information presented in the Comprehensive Site Assessment (CSA) Addendum, soil contamination in the form of benzene only was found near one former sidewall of the large UST excavation above the Soil -to -Groundwater (STG) Maximum Soil Contaminant Concentrations (MSCCs) but not above the Residential MSCCs. No soil contamination was found near the former diesel UST area above the STG or Residential MSCCs. All four samples collected from around the smaller UST excavation area exceeded the STG MSCCs for gasoline related constituents of concern (COCs) but none of these samples exceeded the Residential MSCCs. MMPE events were conducted in March 2014, April 2015, January 2016, October 2016, June 2017, November 2017, July 2018, and January 2019, which may have lowered the soil contaminant concentrations. If the NCDEQ lowers the Risk of the site to a Low Risk site it could be closed with a Notice of Residual Petroleum (NORP). The NCDEQ could advise us on whether it would be a NORP for groundwater only or soil and groundwater. Please advise us if the site risk can be lowered to a Low Risk site and if so if the NORP would be for soil, or soil and groundwater.
