PURPOSE OF SITE VISIT: Comprehensive Inspection

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This facility is a Type 1 Yard Waste Notification. It accepts stumps, limbs, leaves and grass clippings, mainly from
landscape contractors.
2. This material is ground for use as mulch, boiler fuel, and a soil amendment.
3. The operating hours are Mon-Sat 7:30 am-5pm.
4. Signs posted indicating hours of operation and waste exclusions.
5. The site is gated and fenced for controlled access.
6. No offsite sedimentation was observed.
7. An interior roadway has been made of all-weather construction and is being maintained in good condition.
8. There is at least a 25 foot access path around the site for fire control vehicles.
9. All setbacks are in place.
10. No standing water was observed during the inspection
11. Pile of turf noted beside large mulch pile on South side of property. Operator stated this was from ballpark at
neighboring property that staff assisted with cleanup and it will be properly disposed of at the landfill. No unauthorized
waste was observed in incoming material or mulch piles on the property. Any incidental waste is removed and placed
in a can.
12. Time and temperature records not reviewed during this inspection. This type of waste is required to be maintained at
or above 131°F for three days and aerated to maintain elevated temperatures. This will allow pathogen reduction so
the material may be distributed. The material should be turned when temperatures approach 160°F so as to prevent
combustion.
