STATUS OF PERMIT:
As required, a permit renewal application for the Yancey -Mitchell Transfer Station Permit to Operate (PTO) 10003T-
TRANSFER-1995 was received by the Section in September 2018 (FID 1254827). The Section issued Yancey County a
"Determination of Completeness — Application Letter" letter (FID 1258161) dated September 13, 2018. The permit
renewal application is currently under review by the Section.

STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Note: Post -inspection, a new PTO for the facility was issued on September 6, 2019 (FID 1322280).
2. On -site September 3, 2019, for comprehensive inspection of transfer facility operations.
3. The facility is owned by Yancey and Mitchell Counties, managed by Yancey County, and operated by Republic
Services of NC, LLC (d.b.a. Garbage Disposal Service, Inc. (GDS)).
4. GDS has contracted with K.R. Drenth Trucking Inc. to transfer waste to an approved permitted facility. Currently,
waste from the facility is transported to Foothills Environmental Landfill, Permit No. 14-03, located in Caldwell
County, NC.
5. Access was controlled at the facility and proper signage was displayed at the facility entrance(s). As requested, since
the previous inspection, the signage at the Scale House entrance has been maintained (photo #1).

6. During this inspection, the tipping fee at the facility was $58.68 per ton.
7. The facility's operating hours are: Monday — Friday: 8:00 a.m. — 4:00 p.m.; and
Saturday: 8:00 a.m. — 12:00 p.m.
8. The Permit to Operate (PTO), Operations Plan, and all necessary records were available for review and well
organized.
9. Monthly tonnage records for waste received at the facility were reviewed from July 2018 through August 2019. Per
these records, in July 2019 the facility accepted, on average, approximately 98 tons -per -day.

11. As noted in the previous Facility Compliance Inspection Report, dated 4/23/19, and as discussed during this
inspection, although facility roads were passable, access roads at the facility should be maintained (photos #2, #3,
#4, & #5).

12. Per facility personnel, Scrap Tires are not currently accepted at the transfer facility but are collected at county
convenience centers and removed on an as -needed basis by US Tire Recycling LP, located in Concord, NC. Tires
collected at the transfer facility as unpermitted waste are removed and transported as necessary to county convenience
centers by Yancey County Public Works employees.
13. The White Goods and Scrap Metals area/container, located southwest of the transfer building was maintained. Per
facility personnel, all collected White Goods and Scrap Metals are hauled by Republic Services, Inc. to Burnsville
Metal Recycling, Inc., located in Burnsville, NC. Chlorofluorocarbon (CFC) refrigerants are removed by Bullman
Heating & Air, Inc. employees at the Burnsville Metal Recycling, Inc. location.

14. The Treatment and Processing Area was maintained (photo #6). Grinding operations are performed on an as -needed
basis by a private contractor. No unpermitted waste was observed in this area.

15. Since the previous inspection, the facility has started accepting televisions/e-waste for recycling. The facility has
contacted the NC Division of Environmental Assistance and Customer Service (DEACS) regarding electronics
recycling, and is in the process of selecting an electronics recycling vendor. If additional technical assistance is
needed regarding e-waste recycling, please contact the Section.
16. Waynesville Fire and Safety, located in Waynesville, NC, performed maintenance on facility fire extinguishers in
February 2019.
17. Initial waste screening is conducted at the facility Scale House. After crossing the facility scale, vehicles are directed
to the transfer station. As waste is dumped directly onto the tipping floor, facility personnel perform additional waste
screening. Waste screening records were reviewed from March 21, 2019, through September 2, 2019. Waste
screening records were well maintained and no issues were noted. Continue waste screening at the facility per the
approved Operations Plan.
18. As discussed during this inspection, the interior walls of the transfer station are maintained/cleaned (pressure
washed) approximately semi-annually by Mobile Magic Pressure Washing. Continue to maintain the interior walls of
the transfer station as necessary. Additionally, as discussed during this inspection, maintain the exterior northwestern
wall of the transfer station as needed (photo #7).

19. As discussed during this inspection, and as noted in previous Facility Compliance Inspection Reports dated 12/5/12,
9/26/13, 12/4/15, 3/15/16, 7/31/17, 7/23/18, and 4/23/19, additional wearing of the tipping floor surface was
observed. The tipping floor surface appeared very rough and several surface cracks and exposed areas of re -bar were
observed. On November 9, 2018, the Section received a Transfer Station Floor Resurfacing Plan (FID 1258119),
which outlined tipping floor repairs planned for the facility. The Section approved the plan in a letter to Yancey
County, dated December 21, 2018 (FID 1261807). As discussed prior to this inspection with Yancey County
Manager, Lynn Austin, the facility has budgeted for tipping floor maintenance to occur during the current fiscal year.
Per facility personnel, at the time of this inspection, the tipping floor repair was out for bid, with plans for
maintenance to occur potentially in October 2019. Maintain the facility tipping floor, as necessary, per the approved
Transfer Station Floor Resurfacing Plan.
20. During this inspection, the leachate collection grates/drains located along the tipping floor and inside the receiving
bay of the transfer station appeared to be functioning effectively. Leachate is collected in two (2) underground holding
tanks located on the northern and southeastern sides of the transfer station. Leachate is currently collected as
necessary by S.T.A.T, Incorporated Service, located in Lenoir, NC. During this inspection, leachate collection records
were reviewed from January 3, 2019, through August 8, 2019. No issues were noted.
21. The receiving bay was maintained at the facility (photo #8). Continue to maintain the receiving bay as necessary.

22. No unpermitted waste was observed at the facility during this inspection.
23. The trailer staging area located to the west and northwest of the transfer station was maintained. Continue to
maintain the trailer staging area as necessary.
24. During this inspection windblown material appeared to be well managed at the facility. As discussed on -site,
continue daily windblown litter collection efforts at the facility.
25. Continue to maintain stormwater and surface water control measures at the facility as necessary.
26. Vector control measures were maintained at the facility.
27. Erosion control measures were maintained at the facility.
