ADDITIONAL COMMENTS
On August 27, 2019, Chuck Kirchner and Susan Heim met with Bruce Woody, Cheryl Young and others with Orange County Solid Waste to conduct a comprehensive inspection of the Walnut Grove Household Hazardous Waste
Facility on Walnut Grove Church Road in Cedar Grove, Orange County.
1. The facility is a permanent household hazardous waste (HHW) facility owned by Orange County. 2. The facility is located at the Walnut Grove Church Road Convenience Center.
3. The facility is open Monday, Tuesday, Thursday, and Friday 7:00 am to 6:00 pm, Saturday 7:00 am to 5:00 pm, and Sunday 1:00 pm to 6:00 pm. The facility is closed on Wednesday.
4. The facility household hazardous waste generator identification number is NCPH0681302.
5. Orange County Solid Waste has recently replaced Clean Harbors, Inc. as the operator of the HHW facility and
Orange County Solid Waste has contracted with Tradebe, Inc. to manage the waste at this facility.
6. The facility contingency plan is included in the Operations Plan, dated 7/16/2019 (FID 1323972). The contingency plan was discussed.
7. The facility is permitted to receive HHW from Orange, Wake, Chatham, and Durham Counties. Waste was only received from Orange County residents in the last year according to facility staff.
8. Resident zip codes are recorded on a daily log when the residents drop off HHW. This is a new procedure that Orange County Solid Waste is conducting. Records were reviewed for August 2019.
9. Ensure all records as required on page 16 of the Operations Plan (FID 1323972), section 3: ‘Management of Wastes’, Part H(1): ‘Record Keeping and Documentation’ are maintained by Orange County and available for review.
10. Material from conditionally exempt small quantity generators (CESQG) is only accepted at the Orange County Eubanks Road HHW facility, Permit # 68-06, and not at this facility.
11. No unacceptable wastes were observed at the facility during this inspection. Unacceptable wastes that must not be collected at this site include radioactive materials, infectious or biological wastes, explosives/shock sensitive material, organic peroxides, ammunition, friable asbestos wastes or material
and polychlorinated biphenyls (PCB) with the exception of fluorescent light ballasts and PCB household waste.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

12. If unacceptable waste is brought to the facility it may be accepted for appropriate disposal. 13. The facility stores HHW in a three-compartment chemical storage building (self-contained unit), each compartment is separate from the other. Access is via a steel door to each compartment. The first compartment is used to store oxidizers, mercury containing equipment, and fluorescent bulbs and light ballasts, the second compartment is used to store pesticides and bases, and the third compartment is used to store flammables, oil paints, aerosols, and propane cylinders. 14. Household hazardous waste is sorted by class and poured into 55-gallon drums or are kept in their original container and collected into 55-gallon drums, plastic drums or 5-gallon buckets depending on size and quantity of waste being collected. 15. Product accumulation labels were observed on bulked material drums.
16. The three-compartment chemical storage building is equipped with secondary containment located underneath the floor of each compartment. Secondary containment is isolated by compartment. 17. The three-compartment chemical storage building secondary containment does not have sump outlets. Secondary containment will have to be pumped-out if used.
18. Household hazardous waste may be collected outside but may only be stored outside of the three-compartment chemical storage building if properly sealed and ready for shipment and placed on secondary containment pallets.
19. The facility attendant building is adjacent to the three-compartment chemical storage building.

21. Ms. Young stated that Tradebe, Inc. generally picks up HHW from the facility weekly. The contractor signs a weekly sign in sheet.
22. The three-compartment chemical storage building is equipped with a fire suppression system. 23. There are two portable fire extinguishers. The fire extinguishers were inspected by Dr. Fire Protection in October 2018.
24. The facility has an eyewash station that contains a reservoir of water and preservative. Ensure the eyewash station is routinely serviced.
25. The facility maintains an adequate supply of absorbent material.
26. Emergency equipment should be inspected weekly. Records should be kept for 3 years.

27. Resident zip code is recorded when material is brought in. Initial screening encompasses material inquiry and visual inspection. Weekly records were observed for August 2019.
28. The facility maintains records of the material accepted. Ensure this information is collected as described in the Operations Plan (FID 1323972), section 3: ‘Management of Wastes’, Part H(1): ‘Record Keeping and Documentation’ number 1. 29. Uniform Hazardous Waste Manifest records indicating the type and weight of material shipped-out were provided for December 1, 2017 through June 30, 2019.
30. Tradebe Inc. sends the facility a manifest of material received (by generation date) for verification of the material shipped-out. Records were observed from July 2019 and August 2019. 31. The facility annual report (FAR) was received by the SWS, dated July 24, 2019. Facility throughput for July 2018 through June 2019 is 120,299 lbs. 32. The convenience center accepts: municipal solid waste (MSW), white goods, electronics, scrap tires, clean wood, yard waste, cooking oil, antifreeze, used oil, motor vehicle oil filters, batteries, food waste, plastic film, metal, aluminum, paper, cardboard, glass and plastic bottles, and textiles. Collected materials are stored in containers. 33. Ensure that contaminated stormwater runoff from the used oil storage area does not occur or is contained. Ensure any spilled oil is cleaned up as discussed in the field.
34. The Caldwell Fire Department and/or the Cedar Grove Volunteer Fire Department can be contacted to address an emergency at the facility. 35. Orange County Solid Waste staff are on site during operating hours. 36. The site is secured by a locked gate. County personnel also work the convenience area. 37. The facility has proper signage.
38. Access roads are of all-weather construction.
