The site currently operates as a BP petroleum filling station and convenience store. The site does not have an active remedial system and is monitored via groundwater sampling events that are conducted semi-annually in June and December. Mobile Multi -Phase Extraction (MMPE) events have been conducted historically prior to sampling events. The following information pertains to the findings of the July 2019 sampling event(s): * Free product was not present at the site during this monitoring period and has never been present in any of the site wells. • Dissolved phase petroleum constituent compounds were detected in concentrations above the 15A NCAC 2L Groundwater Standards (21, Standards) in monitoring wells MW-IOB, MW-16, and MW-17. • The contaminant plume appears to be relatively stable. Constituent concentrations have overall decreased since the initial September 2013 sampling event. • The contaminant levels above the 2L Standards in MW-1 OB, MW-16, and MW-17 have increased since the previous sampling event. • Due to no power at the well, WSW-1 was not sampled during the July 2019 sampling event. Also, the owner was not at home during the sampling event. • Previous active remediation at the site consisted of soil excavation at the time of the UST removal. Soil delineation sampling was conducted in association with Comprehensive Site Assessment (CSA) addendum activities in September 2013. Based on information presented in the CSA Addendum, soil contamination in the form of benzene only was found near one former sidewall of the large UST excavation above the Soil -to -Groundwater (STG) maximum soil contaminant concentration levels (MSCCs) but not above the Residential MSCCs. No soil contamination was found near the former diesel UST area above the STG or Residential MSCCS. All four samples collected from around the smaller UST excavation area exceeded the STG MSCCs for gasoline related constituents of concern (COCs) but none of these samples exceeded the Residential MSCCs. (ETPA), three 10,000 gallon gasoline underground storage tanks (USTs), and one 8,000 gallon diesel UST were removed in November 1997. Upon the removal of the USTs, soil contamination was detected and associated with the UST system. The exact source of the release is unknown and can be one or a combination of the USTs, the piping, and/or the dispensers. Carolina Oil Company was the owner and/or operator of the USTs. The site was historically classified as an Intermediate Risk site by the North Carolina Department of Environmental Quality (NCDEQ). Ongoing semi-annual monitoring and reporting was being conducted by others during this time. A Notice of Regulatory Requirements (NORR) dated May 3, 2012 indicated that the Pit Stop BP site, of Intermediate Risk, was determined by the NCDEQ to be of sufficiently high priority to allow funding by the State Trust Fund Program. Pursuant to the NORR and a Notice of Violation (NOV) dated July 26, 2012, a Natural Attenuation Monitoring Report (NAMR) was submitted by Shield Engineering, Inc. (Shield) to the NCDEQ on December 20, 2012. The December 2012 NAMR found that dissolved phase petroleum constituent concentrations exceeded the NCDEQ Gross Contaminant Levels (GCLs) in monitoring well MW-IOB. Additional soil sampling was performed in September 2013 in order to further delineate soil contamination and was presented in a Comprehensive Site Assessment (CSA) Addendum. It was noted that no soil contamination was found to be above the Residential Maximum Soil Contaminant Concentration levels (MSCCs). Based on groundwater results from the April 2014 sampling event, methyl tertiary butyl ether (MTBE) and diisopropyl ether (IPE) were detected in water supply well WSWA. MTBE was detected at 29.9 micrograms per liter (ug/L) which was above the 15A NCAC 2L Groundwater Standards (2L Standards) of 20 ug/L. Since MTBE was detected above the 2L Standards and according to an NORR dated May 16, 2014, the Pit Stop BP site was reclassified as High Risk. There are other petroleum fueling stations at this traffic intersection so we are uncertain of the true source of the MTBE in WSWA. No Corrective Action Plan was ever conducted or implemented for this site. Semi-annual Mobile Multi -Phase Extraction (MMPE) events along with routine sampling and reporting are ongoing. No non-USTs are believed to have added to the site contamination. Carolina Fast Mart #4 Pit Stop Cabarrus County, North Carolina GWI#: 13403 1.2 Site Characteristics Monitoring Report July 31, 2019 Page 2 The site is located at 3690 Concord Parkway South in Concord, North Carolina (See Figures 1 & 2). The property currently operates as a BP petroleum filling station and convenience store. The surrounding properties are residential, commercial, or agricultural in use. Groundcover at the site is comprised of asphalt/concrete paved surfaces and landscaped areas of grass. A one-story convenience store building along with a canopy is also located on the site. Geology and hydrogeology information can be seen in Section 2.5 1.3 Existing Area Receptors: Refer to the following figure for information and locations ofproperty owners/occupants and area receptors. Refer to Table: Table 1 Refer to Figure(s): Figure 3 Pursuant to NCDEQ requirements in 2012, a Site Reconnaissance and Receptor Survey (receptor survey) was conducted by Shield by walking and/or driving publicly accessible roads within a 1,500-foot radius of the site. During the survey, Shield personnel observed supply wells and/or water meters from the streets and interviewed available occupants. Figure 3 depicts the subject site and all properties within 1,500 feet of the site. Refer to Table 1 for specific information. Locations of addresses are approximate, based on perceived locations, using a topographic map, a tax map, and observations in the field. There may be other supply wells or water meters that were not readily visible at the time of our survey. Carolina Fast Mart #4 Pit Stop Cabarrus County, North Carolina GWI#: 13403 Monitoring Report July 31, 2019 Page 3 Based on the 2012 receptor survey, seven water supply wells were observed within 1,500 feet of the source area. According to the property owner of WSW-1, located approximately 430 feet from the source area, the water supply well is used for irrigation and washing vehicles and they are connected to municipal water for other water uses. The property owner of WSW-2 approximately 530 feet from the source stated that they did not use the water supply well. No one was home at WSW-3, WSW-4, and WSW-5 at the time of the supply well survey. WSW-3 is approximately 740 feet from the site. WSW-4 is approximately 840 feet from the site. WSW-5 is approximately 940 feet from the site. The property owner at WSW-6 located approximately 890 feet from the site stated that they did not use the well. WSW-7 is approximately 1,290 feet from the site and is located on undeveloped land. Water supply well survey letters were left at residences of WSW-4, WSW-5, and mailed to the residences at WSW-3 and WSW-7. The survey letters from the residents of WSW-4 and WSW-5 stated that they did not use the wells. The survey letter from the residents of WSW- 3 stated they use the well for washing vehicles. No information was returned by the residents of WSW-7. All other parcels shown on Figure 3 are either connected to municipal water or are undeveloped. A receptor survey update was performed by Shield personnel on July 2, 2019 in order to review the status of known receptors and present information on new receptors, if applicable. Based on this receptor survey update, nine water supply wells were observed within 1,500 feet of the source area. No well was observed at 15 Pitts School Road NW. No well was observed in the formerly shown location of WSW-2, however, a potential water supply well was observed on this property. The WSW-2 property is currently vacant and the well is approximately 270 feet from the source. A water supply well, WSW-8, is used for irrigation and is located at 3200 Concord Parkway S. A water supply well, WSW-9, is used for domestic purposes, such as drinking water, irrigation etc., is located at 172 Pitts School Road SW. In addition, request for water supply well information surveys were sent to all known properties were water supply wells have been observed. Only four surveys were returned at the time of this report. The returned surveys are included in Appendix K. There is an unnamed intermittent drainage feature approximately 50 feet west of the site that ultimately flows into Rocky River and another unnamed intermittent drainage feature approximately 900 feet west of the site that flows into Coddle Creek. Because of the receptor information and previous groundwater contaminant level(s) being detected in supply well WSW-1, the site has been ranked by the NCDEQ as a "High Risk" site. There are other petroleum fueling stations at this traffic intersection so we are uncertain of the true source of the MTBE in WSW-1. • Proximity of Plume to Nearest Receptor(s): There is an unnamed internittent drainage feature approximately 50 feet west of the site that ultimately flows into Rocky River. Carolina Fast Mart #4 Pit Stop Cabarrus County, North Carolina GWI#: 13403 Monitoring Report July 31, 2019 Page 4 The closest active water supply well (WSW-1) is located approximately 430 feet west southwest from the source area of release. WSW-1 is used for washing cars; the residents have municipal water for other water uses. Previous interviews with the owner(s) of the well were not successful in getting them to abandon their well and connect their car washing station to municipal water. We previously advised the property owners of concerns relative to drinking water from this well. 1.4 Implementation of Remedial Plan: Corrective Action Plan activities have not been conducted at this site. Based on information presented in the CSA Addendum, soil contamination in the form of benzene only was found near one former sidewall of the large UST excavation above the Soil -to -Groundwater (STG) MSCCs but not above the Residential MSCCs. No soil contamination was found near the former diesel UST area above the STG or Residential MSCCS. All four samples collected from around the smaller UST excavation area exceeded the STG MSCCs for gasoline related constituents of concern (COCs) but none of these samples exceeded the Residential MSCCs. MMPE events are currently being conducted semi-annually utilizing monitoring wells MW- lOB and MW-16 in July and January. MMPE events have been conducted in March 2014, April 2015, January 2016, October 2016, June 2017, November 2017, July 2018, and January 2019. Carolina Fast Mart #4 Pit Stop Cabarrus County, North Carolina GWI#: 13403 2.6 Site and Rcaion Gcoloay and HydroL*eoloE!y Monitoring Report July 31, 2019 Page 7 The project site is located in the Charlotte Belt Litho -Tectonic Province of the Piedmont Physiographic Province. The Piedmont Province is approximately 20,000 square miles located in the State of North Carolina and lies between the Coastal Plain to the east and the Blue Ridge Province to the west. The topography is characterized as a plateau with ridges and valleys formed as a result of stream erosion. Elevations within the Piedmont Province vary from approximately 400 feet above sea level in the east to approximately 1,800 feet above sea level near the foot of the Blue Ridge Province to the west. The soil overburden in the Piedmont Plateau consists of predominately fine grained sediments transitioning into saprolites. The residual saprolites are predominately underlain by northeast/southwest trending metamorphic and igneous rocks. Based on soil classifications (Unified Soil Classification system), the soil lithology at the site generally consists of silty sands, sands, clays, sandy clays, clayey silts, and sandy silts. According to the Geologic Map of North Carolina (1985), the site soils should be underlain by Gabbro of the Concord Plutonic Suite. Hydrogeological investigations were to be performed during the CSA by others. Shield does not have information pertaining to the CSA. CSA addendum activities were performed by Shield in September and October 2013, however, no hydrogeological investigation was performed as a part of those activities. 2.7 Evaluation of Site Assessment Information • Groundwater — The following Groundwater Summary and referenced figures are based on the July 2, 2019 routine sampling event: • Dissolved phase petroleum constituent compounds were detected in concentrations above the 2L Standards in monitoring wells MW-IOB, MW-16, and MW-17. • The two largest contaminant plumes are benzene and MTBE. • The benzene plume greater than the 2L Standards is approximately 110 feet in length and approximately 45 feet in width. The areal extent of the benzene plume is approximately 4,950 square feet. • The MTBE plume greater than the 2L Standards is approximately 105 feet in length and 38 feet in width. The areal extent of the MTBE plume is approximately 3,990 square feet. MTBE was detected at a concentration of 1 micrograms per liter (ug/1) in supply well WSW-1 during the June 26, 2018 sampling event. There was no power to well during the July 2, 2019 sampling event and the well was not sampled. There are other petroleum fueling stations at this traffic intersection so we are uncertain of the true source of the MTBE in WSW-1. Refer to the following Tables and Figures: Refer to Tables: Tables 3 and 4 Refer to Figures: Figures 5 through 8 • Soil • Based on information presented in the CSA Addendum dated December 3, 2013, soil contamination in the form of benzene only was found near one former sidewall of the large UST excavation above the STG MSCCs but not above the Residential MSCCs. No soil contamination was found near the former diesel UST area above the STG or Residential MSCCS. All four samples collected from around the smaller UST excavation area exceeded the STG MSCCs for gasoline related COCs but none of these samples exceeded the Residential MSCCs. • Soil monitoring was not required by the NCDEQ during this reporting period. Historical soil information has been provided in previous reports. 3.0 FREE PRODUCT REMOVAL • Free product has not been historically encountered nor remediated at this site. Free product was also not encountered during this reporting period. 4.0 MONITORED NATURAL ATTENUATION • Refer to Section 2.3.1 Site Monitoring Requirements and Section 2.3.2 Groundwater Analytical Methods for information pertaining to the established monitoring plan. • For Historical Groundwater Analytical Data, refer to Section 2.4 and Table 4. • The current contaminant mass, as calculated from the July 2, 2019 routine sampling event areal plume area (combination of benzene and MTBE plumes) is approximately 3,368 grams and 4,950 square feet, respectively. • Dissolved phase petroleum constituent compounds were detected in concentrations above 2L Standards in MW-IOB, MW-16, and MW-17. The owner was not at home during the sampling event. • No CAP was ever completed, so no progress milestones or schedule were ever established. • During the July 2, 2019 sampling event, the total VOC concentrations for the monitoring wells with select contaminant levels above the 2L Standards increased in MW-1 OB, MW- 16, and MW-17 since the previous routine sampling event. WSW-1 has also been historically impacted with MTBE. There are other petroleum fueling stations at this traffic intersection so we are uncertain of the true source of the MTBE in WSW-1. Due to the no power at the well, WSW-1 was not sampled during the July 2019 sampling event. The owner was not at home during the routine sampling event. • Dissolved phase petroleum constituent compounds were detected in concentrations above 2L Standards in MW-IOB, MW-16, and MW-17. • The current contaminant mass, as calculated from the July 2, 2019 routine sampling event and areal plume area (combination of benzene and MTBE plumes) is approximately 3,368 grams and 4,950 square feet, respectively. This contaminant mass is an increase from the January 2019 sampling event which was approximately 538 grams. • The total VOC concentrations for the monitoring wells with select contaminant levels above the 2L Standards increased in MW-1 OB, MW-16, and MW-17 since the previous routine sampling event. • Due to power at the well, WSW-1 was not sampled during the July 2019 sampling event. The owner was not at home during the routine sampling event. 5.2 Recommendations + Shield recommends regular mobile multi -phase extraction (MMPE) events and the continuance of semi-annual sampling of the site monitoring wells and water supply well WSW -I. Shield has performed this scope of work as an independent contractor/consultant using reasonable care and skill in accordance and consistent with customary industry standards of engineering, geology, and hydrogeology practices.
