Hey Ben,
No big changes from yesterday’s plans.
We have 2 empty leachate storage tanks. The 3rd leachate tank we will
leave at about 30 - 40%. I need to avoid pulling it down too low and
screwing up a sample because it was taken off the bottom of the tank.
The only ash storage cell not already capped with synthetics is 6-C and
it has been interim covered with 1.5 - 2’ of on-site clay. Additionally,
it has been graded to eliminate run on/run off and it has been
rolled/sealed.
All of our sed basin structures have been de-watered and prepped for
maximum storage. We have also staged pumps and generators at strategic
dewatering locations with all secondary containments empty. We will
ensure everything is fueled by EOD today.
Borrow and fill areas have been graded, tracked in and rolled/sealed as
necessary to sheet flow to swales, rock checks and letdown pipe(s).
We are focusing now on fortifying, anchoring or tying things down and
double-triple checking all of our flow paths, rock checks and silt
fences, etc.
We have a designated Storm Response/Inspection Team and they intend to
be on site as soon as it’s deemed safe to do so.

Ben,
I think we are in pretty good shape.
We have been preparing all weekend.
Our leachate sumps are empty and 2 of my 3 storage tanks are empty with
the 3rd tank about 30% full.
We will continue leachate disposal today until empty.
Ash cells 1 a-d are fully closed as are cells 2a-g.
Cell 6a-b are not fully closed yet but are fully covered with welded 40
mil and geo-synthetic drainage in place. Cell 6c is completely graded as
desired and fully covered with 1 -2’ of compacted clay soil with letdown
pipes and rock checks already installed.
There is NO “exposed to the elements” ash. Everything is covered.
All of our Stormwater basins have been flocced and are empty or are
emptying.
Drainage swales, rock checks, ditch lines etc., are being touched up
today while everything we can anchor and/or tie down is also being
reinforced.
I will try to send you another status report by EOD.

Good Morning Tom,
The State’s Emergency Operations Center (EOC) was
activated/opened on Sunday in preparation for Hurricane Dorian. The
Solid Waste Section’s Coal Ash Team has been tasked with updating the
DEQ and the EOC with storm related issues concerning coal ash sites and
providing regular situation reports to both. Today, I am interested in
collecting information regarding Brickhaven’s storm preparedness. Please
send me any completed or ongoing task list, checklists, and any other
information that may be applicable in preparation for Dorian. I would
appreciate your response as soon as possible this morning.
