This investigation was conducted in accordance with Title 15A of the North Carolina Administrative Code (NCAC), Subchapter 2N and Subchapter 2L and the established criteria and standards found in UST Section Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (March 1, 2007 Version — Change 8, Effective January 9, 2018). Description of Release: No releases have been discovered in connection with the 1,000-gallon gasoline UST, associated product pump or piping, or anywhere on the project site. 5. Brief Description of Site Characteristics: The site is part of a 1.707-acre property with the addresses 1500 and 1510 Concord Parkway South in the City of Concord, County of Cabarrus, State of North Carolina. The location is shown on Figure 1, the pertinent portion of the U.S. Geological Survey (USGS) 7.5 Minute Topographic Map, Concord Quadrangle. The southeastern corner of the property is approximately 250 feet northwest of the intersection of Concord Parkway South and Raiford Drive NW. According to the Cabarrus County Tax Department, the property is identified by the Property Real ID 02-028K-0005.00 and N.C. Parcel Identifier Number (PIN) 56107257100000. The UST and associated dispenser and piping are installed on the western side of a 1-story 5,384-square-foot concrete -block garage with brick veneer (built in 1982) UST CLOSURE REPORT FORMER TROUTMAN MOTORS, INC., CONCORD, NC PAGE 3 CEC WILMINGTON, NC formerly occupied by Troutman Motors, Inc. and currently being remodeled into a Caliber Collision auto body repair/paint shop (See aerial image of site in Figure 4). Potable water and sanitary sewer services and electricity are supplied to the site by City of Concord Utilities. The property is zoned General Commercial (C-2) District under the City of Concord Zoning Ordinance. According to the USGS 7.5 Minute Series Topographic Map, surface elevations across the property range from a high of 730 feet above mean sea level (MSL) to a low of 720 feet above MSL. The ground surface slopes toward the west- southwest. No surface water is found on the site. Since most of the acreage is covered by buildings and pavement, surface drainage is afforded via sheetflow across these impervious surfaces with stormwater runoff captured by drop inlets installed in the concrete curbing of the parking lot along the southern boundary. The nearest surface water body and main influence on the direction of surface water runoff is Wolf Meadow Branch located, at its closest point, about 0.30 miles to the west-southwest. The inferred path of shallow, unconfined groundwater movement underneath the site is to the west-southwest since the surficial groundwater flow direction typically mirrors the topography. However, as the groundwater percolates downward to the bedrock, it becomes controlled by the orientation of the rock fracture systems and the direction of the deeper groundwater flow may not be consistent with the topographic gradients. Monitoring wells, a well survey with land surface elevations of the wells established, and water table elevation measurements would be required for a precise determination. The native soils encountered in the Piedmont Physiographic Province are typically formed as the residual product of in -place chemical and physical weathering of underlying parent rocks. According to the Web Soil Survey of Cabarrus County, North Carolina published by the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS), the type of soil encountered on the western three -fourths of the property including the UST closure site is Mecklenburg loam, 2 to 8 percent slopes (MeB), a well -drained and gently -sloping soil on upland ridges that are dissected by intermittent drainageways. Since the site has been developed, the soil description should include Mecklenburg -Urban land complex, 2 to 10 percent slopes (MkB) which consists of Mecklenburg soil and Urban land (Ur) in areas that are too small and intricately mixed to be mapped separately. The surface layer of Mecklenburg soil typically consists of a dark -reddish -brown loam 6 inches thick. The subsoil, extending to a depth of 36 inches, is dark -reddish - brown clay in the upper part, red clay in the middle part, and red clay loam in the lower part. The underlying material to a depth of 60 inches is mottled yellow, strong UST CLOSURE REPORT FORMER TROUTMAN MOTORS, INC., CONCORD, NC PAGE 4 CEC WILMINGTON, NC brown, and black saprolite that crushes to sandy loam. Urban land consists of areas where more than 85 percent of the surface area is covered by asphalt, concrete, buildings, or other impervious cover. Most of the soil material has been cut, filled, and graded and the natural characteristics altered or destroyed. The original landscape, topography, and the drainage pattern have been changed. C. Closure Procedure 1. Preparations for Closure: A Notice of Intent: UST Permanent Closure (UST-3 Form) was completed and mailed to the NCDEQ Wilmington Regional Office over 30 days prior to conducting closure activities (See photocopy of UST-3 Form in Appendix A and completed Site Investigation Report for Permanent Closure of Registered UST, UST-213 Form, in Appendix B). As directed by the UST-3 Form, CEC. authorized its closure contractor, Evo Corporation (Evo), Winston-Salem, NC, to contact the City of Concord Fire Marshal's Office and obtain the required permit prior to starting closure activities. Jason Allen, Assistant Fire Marshal, visited the site on the day of the UST closure and gave his full approval to the performance of the project. 2. Closure Procedure: On July 22, 2019, Evo mobilized a vacuum truck, a dump truck, and a backhoe to the project site to perform the UST closure activities. First, the vacuum truck was used to vacuum all of the residual liquids and accumulated sludge out of the tank. Next, the vent pipe of the UST, affixed to the building, and the associated dispenser located next to the tankhold area were removed. Thereafter, the backhoe operator removed the concrete and asphalt pavement overlying the UST and carefully excavated the soil covering the tank exposing the fill pipe. The UST was found to be buried at a depth of approximately 3.5 feet below grade. The flammable vapors in the tank were made inert by adding solid carbon dioxide (dry ice) at a rate of 1.5 pounds per 100 gallons of tank capacity. The dry ice was crushed and distributed evenly over the greatest area. All available tank openings were open during this procedure and the work area was free from sources of ignition. An Evo technician tested the tank vapor space by placing the Combustible Gas Indicator (CGI) probe into the fill opening. Readings were taken at the bottom, middle, and upper portions of the tank. Each of the readings were 10 percent or less of the Lower Explosive Limit (LEL) indicating that the tank had been rendered safe for removal from the ground. UST CLOSURE REPORT CEC FORMER TROUTMAN MOTORS, INC., CONCORD, NC WILMINGTON, NC PAGE 5 The UST was lifted out of the pit, placed on the ground, and thoroughly examined. The condition of the UST was found to be good with only moderate rusting and corrosion observed on the tank. No holes or pitting was discovered in the tank. 3. Storage and Disposal of Residual Material: According to the Certificate of Disposal (See copy of document in Appendix C), a total of 25 gallons of non -hazardous sludge contaminated with gasoline was vacuumed out of the UST into the storage tank of the vacuum truck and was transported to Evo's approved facility with the address 1703 Vargrave Street, Winston-Salem, NC for disposal in a manner approved by NCDEQ. The tank was received by Evo and transported to an approved facility, Foss Recycling, 3459 Thomasville Road, Winston-Salem, NC for proper disposal and recycling (See copy of Certificate of Tank Disposal in Appendix D). 4, Soil Excavation Activities: Only the amount of soil necessary to remove the tank was excavated. The excavation was backfilled with clean overburden and fill soil and compacted. D. Site Investigation 1. Field Screening: The soils excavated from the pit were visually and olfactorily screened for the presence of staining and odors. No staining or odors were detected in any of the closure samples collected underneath the dispenser or from the bottom of the excavation underneath the tank. 2. Soil Sampling Information: On July 22, 2019, at 10:30 hours, following the removal of the product pump, a soil sample was collected underneath the dispenser at a depth of approximately two (2) feet into the native soil. At 11:15 and 11:45 hours, following the closure by removal of the UST, two (2) soil samples were collected at evenly -spaced intervals approximately two (2) feet into the native soil below the tank at a depth of approximately 9.5 feet below grade. The three (3) closure samples were collected using the bucket of the backhoe. The soil samples are identified as follows: UST CLOSURE REPORT CEC FORMER TROUTMAN MOTORS, INC., CONCORD, NC WILMINGTON, NC PAGE 6 • T1-S: Underneath southern end of UST • T2-N: Underneath northern end of UST • D-1: Underneath dispenser The soil samples were hand -delivered to Prism Laboratories, Inc. of Charlotte, NC on July 22, 2019 for analysis by U.S. Environmental Protection Agency (EPA) Method 8015C for total petroleum hydrocarbons (TPH) as gasoline range organics (GRO) and diesel range organics (DRO) and by EPA Method 8260B for individual concentrations of benzene, toluene, ethylbenzene, and total xylenes (BTEX). Tables 1 and 2 contains summaries of the soil sampling results for TPH Action Levels and BTEX concentrations, respectively. Appendix E contains the complete laboratory analytical report and chain -of -custody record. 3. Groundwater Sampling Information: No groundwater was encountered in the bottom of the excavation. Therefore, a monitoring well and groundwater sampling were not required. 4. Quality -control measures: Soil sampling guidelines followed during this investigation are found in the uidelt,,e� fo�c �ainplinq, published by the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management — UST Section (July 15, 2008 Version and Change 3, Effective December 1, 2013). Pre -cleaned 4-oz sample jars and 40-ml vials containing the prescribed preservatives were obtained from a North Carolina -Certified laboratory, Prism Laboratories, Inc., Charlotte, NC (Certification No. 402) to perform the appropriate analytical methods. The containers were labeled prior to sample collection, including all pertinent information, and storage/transport chests were chilled to approximately 4 degrees Celsius prior to taking the samples. The soil samples were extracted in a manner that caused the least disturbance of the internal structure of the soil and reduced the exposure to heat, sunlight and open air. Care was taken to keep the samples from being contaminated by other material at the site or from contaminating the other samples taken from the site. Disposable nitrite gloves were worn by the sample collector and were changed between samples to avoid cross -contamination. Immediately upon removal from the ground, the samples were placed in the proper containers for the analysis to be performed. The soil samples filled the entire volume of the jars with no headspace as required by the designated analytical method. UST CLOSURE REPORT FORMER TROUTMAN MOTORS, INC., CONCORD, NC PAGE 7 CEC WILMINGTON, NC As soon as the samples were collected the containers were immediately capped, sealed, and stored for transport in a manner to prevent breakage. The samples were kept at a temperature of approximately 4 degrees Celsius, adding the necessary ice following collection. The chain -of -custody was filled out completely and accompanied the samples as they were hand -delivered o Prism Laboratories. 5. Soil Investigation Results: According to the laboratory report of analysis, the results for confirmation soil samples T1-S, T2-N, and D-1 collected underneath the UST and related product pump were all "below reporting limit" (BRL). E. Conclusions and Recommendations The analytical results for the confirmation samples collected underneath the UST and related dispenser were all "below reporting limit" (BRL). No free product was present. No bedrock or groundwater was encountered in the excavation. Since the tank removal is a clean closure, no further action is requested for the site. F. Date Received INSTRUCTIONS (READ THIS FIRST) Complete and return at least thirty (30) days prior to closure or change -in-service activities. If a Professional Engineer (P.E.) or a Licensed Geologist (L.G.) provides supervision for closure or change -in-service site assessment activities and signs and seals all closure reports then at least a five (5) working days notice is acceptable. Completed UST closure or change -in-service site assessment reports, along with a copy of the UST-2 form, should be submitted to the appropriate Division of Waste Management (DWM) Regional Office within thirty (30) days following closure activities. The UST-2 form should also be submitted to the Central Office in Raleigh so that the status of the tanks may be changed to permanently closed and your tank fee account can be closed out. Note: Tank fees may be due on unregistered tanks. UST closure and change -in-service site assessments must be completed in accordance with the latest version of the Guidelines for Site Checks, Tank Closure and Initial Response. The guidelines can be obtained at http://www.wastenotnc.org/. Note: To close tanks in place you must obtain prior approval from the DWM Regional office located in the region where the facility is located. You must make sure that USTs removed from your property are disposed of properly. When choosing a closure contractor, ask where the tank(s) will be taken for disposal. Usually, USTs are cleaned and cut up for scrap metal. This is dangerous work and must be performed by a qualified company. Tanks disposed of illegally in fields or other dumpsites can leak petroleum products and sludge into the environment. If your tanks are disposed of improperly, you could be held responsible for the cleanup of any environmental damage that occurs. I. OWNERSHIP OF TANKS II.
