Of most concern was an area of severe erosion at the outlet of the diversion ditch near the crest of the western slope at the southwest corner of the landfill. This area of erosion was approximately 4-feet wide X 4-feet deep X 25-feet long. No exposed waste was observed. Surry County was found in violation of 15A NCAC 13B .0505(4)(b) in that adequate erosion control measures were not provided to prevent excessive on-site erosion. In order to achieve compliance, Surry County was required to regrade all eroded ditches and provide adequate erosion control measures to prevent future erosion. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 The August 20, 2019 inspection found that the previously observed area of erosion had been repaired. Rip rap check dams had been installed and the area had been seeded with good germination of seed. Therefore, the above violation is considered resolved. Thank you for your cooperation in this matter. OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS 1. Prior to operating as a construction and demolition landfill (CDLF), the facility operated as an unlined municipal solid waste landfill (MSWLF) which consisted of two units. The first unit was closed prior to October 1991 and the second unit closed prior to December 31, 1998. The MSWLF’s designated permit number is 8603-MSWLF- 1981. 2. The CDLF (8603-CDLF-2000), located on top of the closed MSWLF, ceased operation on June 30, 2008. 3. This was a partial inspection to evaluate efforts by Surry County to address a violation documented on the previous inspection report issued on June 10, 2019. Please refer to “Status of Past Noted Violations” for comments. 4. Bare areas previously observed on the western facing slopes had been seeded since the last inspection with some germination of seed. Please continue to monitor all seeded areas to ensure the establishment of groundcover sufficient to restrain erosion. 5. Landfill gas probe MP-7 had been installed since the last inspection, and the well construction record had been submitted to the Solid Waste Section.
