ADDITIONAL COMMENTS
On August 22, 2019, Chuck Kirchner met with Kathy Beck to conduct a comprehensive inspection of the Waste Management of the Carolinas, Inc. – Chatham County Transfer Station located on Waste Treatment Plant Road in Siler City, Chatham County.
1. The facility is a municipal solid waste (MSW) transfer station. 2. The facility is owned by Waste Management of the Carolinas, Inc.
3. Custom Ecology, Inc. (CEI) operates the transfer station and hauls MSW to the Great Oaks Landfill,
Permit Number 76-07, MSW landfill in Randleman, Randolph County for disposal.
4. The scale house is operated by Waste Management of the Carolinas, Inc. personnel.
5. The facility is open Monday through Friday 7:30 am to 3:30 pm and, if needed, Saturday 8:00 am to 1:00 pm.
6. The facility permit, site plan and operations plan were discussed. Ensure permit issued on May 7,
2019, File ID: 1320142, and the Operations Plan dated May 7, 2019, File ID: 1320142 are the documents kept on file in the scale house office. 7. The following are certified Transfer Station Operations Specialist personnel: a. Frankie Durham, TS-2004023, exp. 08/31/19

8. The facility is permitted to receive MSW generated within: Alamance, Anson, Chatham, Cumberland, Durham, Harnett, Hoke, Johnston, Lee, Moore, Orange, Randolph, Richmond, Sampson, Scotland, and Wake Counties.
9. Ms. Beck stated that in the last year the transfer station has only received waste from Chatham,
Lee and Randolph Counties.
10. The facility maintains records online of the amount of MSW received. Records were observed for July 2018 through June 2019. Tonnage received is 13,581.33 tons in that timeframe. Records observed online matched the annual facility report.
11. The facility annual report (FAR) was received by the SWS dated July 08, 2019. Tonnage
received July 2018 through June 2019 is 13,581.33. Tonnage transferred to the Great Oak
Landfill, permit 76-07, during the same period is 13,325.75 tons. 12. The facility uses Fastlane Applications database to track tonnage, client information, etc.
13. The facility maintains weekly leachate line inspection logs. Records were observed for April 7,
2017 through August 16, 2019. Leachate collection system appeared functioning and in good
condition during this inspection. Ensure all leachate drainage features are kept free of debris. 14. Ms. Beck stated that 2 – 4 transfer trailers are hauled to the disposal facility daily.
15. During the inspection, there was a two empty transfer trailers ready to be loaded into the loadout bay
and two full transfer trailers on site ready to be delivered to the Great Oaks Landfill.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

16. The transfer trailers appeared adequately maintained. No leachate was observed dripping from full
transfer trailers. The bottom of the four transfer trailers observed during this inspection appeared in good condition.
17. The facility conducts a weekly audit of transfer trailers per the criteria of its leachate management inspection report. Records were observed for April 7, 2017 through August 16, 2019.
18. The facility is required to conduct > 4 waste screening a month. Records for waste screenings
were observed for April 3, 2017 through August 16, 2019.
19. No unacceptable wastes were observed at the transfer station during this inspection.
20. Ms. Beck stated that the materials recovery operation is not currently conducted at this transfer station.
21. The transfer station tipping floor and loadout bay appeared to be routinely cleaned.

22. The leachate floor drain appeared functional and to flow freely. The leachate catch basin extends across the transfer station building entrance and is sloped from left to right such that leachate is gravity-fed to the leachate drain located on the far right of the entrance. This drain should be
regularly inspected to ensure proper unobstructed flow of leachate.

23. Leachate is piped to the Town of Siler City Public Owned Treatment Works (POTW), located adjacent to the facility.
24. The leachate settling tank/pump station is pumped-out monthly by William Dunn with Coastal
Ecology. Invoice Records were observed for January 22, 2019 through July 20, 2019.

25. No windblown material was observed. A voluntary daily windblown/litter log is kept on site by
Waste Management. This log records amount of windblown/site litter picked up each day. Most days average 3-5 garbage bags of debris collected around the facility.
26. MSW waste was observed accumulated outside the north side of the building on a collection pad connected to the transfer trailer loadout bay. Ensure all debris that misses the transfer trailer and is collected from the transfer trailer loadout bay is promptly returned to the MSW collection area in the transfer station.

27. The Town of Siler City Fire Department can be contacted to address an emergency at the facility.
28. The facility is secured by a locked gate. Personnel are on site during operating hours. 29. Access roads are of all-weather construction. All exterior areas are permanently stabilized with gravel or grass cover. No areas of erosion were observed on site.
30. The facility has proper signage.
31. The PTO expiration date is August 17, 2024.
32. Permit renewal application shall be submitted to the SWS by February 18, 2024.
33. The PTO is subject to a limited review by August 17, 2019.
34. A limited permit review request shall be submitted to the SWS by February 18, 2019.
