The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on August 20, 2019 unless otherwise noted.
2. The facility is owned by Haywood County. The county contracts with Consolidated Waste Services to perform
daily operations.
Operations Inspection of the Electronics, Universal Waste and Blue Bag Area
3. Electronics are collected, sorted, palletized or placed in crates in the building located to the northwest of the
scale house.
4. Florescent tubes, bulbs, and lead acid batteries are collected and stored in a locked metal cage adjacent to the
electronics collection area. Florescent tubes were observed to be stored in structurally sound cardboard boxes
except for two eight -foot bulbs that facility staff said were recently dropped off. Ensure that all bulbs are
stored in containers that are structurally sound and adequate to prevent breakage.
5. "Blue Bag" recyclables are brought from the county's ten convenience sites and stored inside on the north end
of the building. The collected material is transported to Curbside Management in Asheville, NC for processing.
6. The facility collects cardboard, which it bales and sends to Curbside Management.

7. Large loads are directed to the tipping floor; citizens and small haulers dump material over a tipping wall
located on the southeast side of the building.
8. Waste is placed into open top trailers by a track hoe and transported by Consolidated Waste Services to the
Haywood County White Oak Landfill (4407-MSWLF-1993) in Waynesville for disposal.
9. No unapproved material was observed on the tipping floor and windblown litter was minimal and well
managed.
10. Trailer 1540 had been removed from service due to a hydraulic system issue and was parked outside on the
southwest side of the transfer building. Hydraulic fluid had leaked onto the ground and the facility had placed
oil dry down to absorb the leaking fluid. There was no waste in the trailer and rainwater was leaking from the
floor near the landing gear. Upon further inspection it appeared the floor was cracked, or a weld had broken
allowing the liquid to flow from the inside of the trailer. Trailer 1540 should remain out of service until it can
meet the requirements of 15A NCAC 13B .0105 Collection and Transportation of Solid Waste. 15A NCAC
13B .0105 (c) states in part: "Vehicles or containers used for the collection of solid waste, and
transportation by whatever means, including highway, rail, and navigable waterway, shall be
constructed, operated, and maintained to be leak resistant in order to prevent the creation of a nuisance
to public health from the escape of solid, semi -solid, or liquid waste. In order to meet the requirement to
be leak resistant, the owner and/or operator of the vehicle or container shall adhere to the following
standards: (6) The vehicle or container shall be loaded, transported, operated, and maintained to prevent
the escape of solid, semi -solid, or liquid waste to the environment."
Operations Inspection of the Scrap Metal, White Goods & Tire Collection Area
11. Scrap metal and white goods are collected separately on a concrete pad located northwest of the transfer
building.
12. All units containing refrigerants were observed to be standing upright except for two refrigerators which were
laying on their side. Please store all refrigerant containing units upright to help prevent the accidental
discharge of refrigerants into the atmosphere.
13. Tires are collected in two van trailers and sent to US Tire in Concord, NC for processing.
Other Comments
14. The facility utilizes crates from a local manufacturer for electronics management. These crates are stored
outside to the south of the scale house. During the inspection, crates that were broken and/or not fit for use in
the electronics program were observed on the ground. Crates that are unusable and/or broken are
considered waste and must be treated as such and not left on the ground.

15. On the afternoon of the inspection, facility staff sent a picture of the crate storage area showing the broken
crates had been removed.
