Box 68 Plymouth, NC 27962 Re: Owen Borrow Pit-Solid Waste Demonstration Project Water Quality Monitoring Requirements Plymouth, Washington County, NC Dear Mr. White: The North Carolina Division of Waste Management, Solid Waste Section (Section), has received and reviewed the September 2017 Bi-Annual Groundwater Sampling Event report for the above referenced site. Based on a review of the document, the Section has the following comments. 1. Sulfate concentrations in groundwater have been below the North Carolina 2L groundwater standard of 250 mg/l for three (3) consecutive years of sampling. As such, the Section agrees with the request to discontinue sampling for sulfate. 2. As stated in the report, aluminum concentrations in in all groundwater wells at the site have been below the calculated value of 3.5 mg/l for the past two (2) consecutive sampling events. The Section requests that monitoring wells at the site continued to be sampled for aluminum, until such time concentrations in groundwater are below the calculated value of 3.5 mg/l for a period of three (3) consecutive years. In addition, field parameters of pH, specific conductivity, and temperature should continue to be collected.
