This permit shall expire on June 30, 2021. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1. This was a partial inspection to observe the operations of the facility. 2. The facility has a service area of Wilkes County only. 3. The facility operates a convenience area for the collection of mixed paper, plastic and glass bottles, cardboard, steel and aluminum cans, batteries, used oil, used oil filters, and antifreeze. Roll-off containers are also provided for disposal of municipal solid waste in order to prevent the general public from having to enter the active landfill area. 4. Electronics are collected on a concrete pad adjacent to the convenience area and then placed on pallets, shrink wrapped, and placed into a covered trailer. 5. The facility had proper signage. 6. A gate is located at the entrance to the facility to prevent unauthorized access. Operations Inspection of the MSWLF Unit: 7. The working face was very small and compact. 8. No unacceptable waste streams were observed. 9. Multiple tires were observed adjacent to the working face which had been pulled from the waste stream by facility staff. The County’s efforts to remove unacceptable waste streams is appreciated. 10. Windblown waste was well controlled. 11. The use of fabric tarps as alternative cover is approved for this facility. No tarps were in use at the time of inspection. 12. Good earthen cover was observed on all inactive areas of the landfill. 13. A water truck was being used on perimeter roads to control fugitive dust. 14. Edge-of-waste markers were in place at the time of inspection. 15. All access roads were of all-weather construction and well maintained. 16. The MSWLF Unit was well operated at the time of inspection. Operations Inspection of the Treatment and Processing Area: 17. Land clearing waste and wooden pallets were being placed into separate stockpiles separated by earthen berms. Pallets are crushed by facility equipment and used for traction in the landfill. 18. All land clearing debris, leaves, and grass are bid out to a third party for removal. No compost operations currently occur on site. Mr. Dillard stated that a small amount of mulch is used for a soil amendment. 19. No unacceptable waste streams were observed. 20. No standing water was observed. 21. Since the previous inspection, accumulated sediment had been removed from the sediment basin directly adjacent to the Treatment and Processing Area, and fresh stone had been placed on the spillway. Operations Inspection of the White Goods Area: 22. All white goods containing CFCs are stored adjacent to the metal area prior to CFCs being removed. Once facility staff have removed CFCs, the appliances are placed on the metal pile. 23. This area was well managed. Operation Inspection of the Tire Collection Area: 24. Tires were being collected into covered trailers southwest of the public convenience area. 25. All tires were located within the trailers at the time of inspection. This area was well managed. No concerns were found with the visible portions of the liner. 27. Since the previous inspection, facility staff have installed concrete buttresses at the convenience area for safety purposes.
