The Report was completed by Altamont Environmental, Inc. (Altamont), which became Anchor QEA of North Carolina, PLLC (Anchor QEA) on December 29, 2016. This addendum report documents the completion of two requirements of the Site -specific Brownfields agreement, executed on May 20, 2015, that were not finalized at the time of the 2016 Report. Those requirements include: • The abandonment of Site replacement monitoring well, MW-13A, as requested by the North Carolina Department of Environmental Quality (DEQ), Underground Storage Tank (UST) Section The collection and laboratory analyses of five final -grade soil samples, collected at finished grade, as requested by the DEQ Brownfields Program. 1.1 Background Altamont issued the Report on July 6, 2016, and received written acceptance of the Report from Ms. Sharon Eckard of the DEQ Brownfields Program on August 11, 2016. However, Ms. Eckard requested that an addendum be issued once the groundwater monitoring well identified as MW-13A was abandoned. At the time of the July 6, 2016 report, MW-13 remained in place. In addition, Ms. Eckard also requested, as part of an approved Environmental Management Plan (EMP), dated March 19, 2015, that final grade sampling of exposed soil be completed, including the collection of soil samples for laboratory analysis of volatile organic compounds (VOCs) by U.S. Environmental Protection Agency (EPA) method 8260, semivolatile organic compounds (SVOCs) by EPA method 8270, and Resource Conservation and Recovery Act (RCRA) metals. Details of the well abandonment as well as the methodology and results of final grade sampling are described in the following sections. Phase 11 Environmental Site Assessment 1 April 2017 2 Site Investigation The completed scope of work involved the following tasks: • Abandonment of groundwater monitoring well, MW-13A • Collection of five final grade soil samples A detailed description of each task is included below. 2.1 Well Abandonment On February 14, 2017, Carolina Soils Investigations, LLC, a North Carolina licensed drilling contractor, abandoned Site groundwater monitoring well MW-13A in accordance with applicable State guidance. At the time of abandonment, the well was measured to be approximately 15 feet in total depth and contained approximately 1.28 gallons of water. A copy of the well abandonment record is included as Appendix A. 2.2 Final Grade Sampling On December 13, 2016, the Site owner, notified Altamont that the Site grade was near final depth. On December 29, 2016, Altamont became Anchor QEA. On January 23, 2017, Anchor QEA personnel visited the Site to collect five final grade soil samples. A map showing sample locations is included as Figure 1. Samples were collected from near surface locations, considered to be most representative of final grade, and from areas considered most likely accessible by the public. Collected samples were transferred into laboratory -supplied containers, placed in a cooler on ice, and submitted under chain -of -custody protocol. to a North Carolina certified laboratory for analysis of VOCs, SVOCs and RCRA metals. It should be noted that the Site is now covered with more impervious surface than depicted on Figure 1, thus limiting the potential for Site occupants to encounter exposed soil, limiting the areas available for sample collection, and limiting the need for sample collection because of the limited exposure pathway. Phase 11 Environmental Site Assessment 2 April 2017 3 Assessment Results 3.1 Monitoring Well Abandonment The abandonment of groundwater monitoring well MW-13 was completed in accordance with the Site -specific Brownfields agreement, the Site EMP, and in accordance with applicable State guidance as it relates to the abandonment of groundwater monitoring wells. 3.2 Final Grade Soil Sampling Results Soil sample laboratory analytical results are summarized on Table 1. Soil analytical results were compared to the DEQ Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs) for protection of groundwater, residential soil, and industrial/commercial soil. The laboratory analytical report is included as Appendix A and detected constituents are summarized below. 3.2.7 VOCs Anchor QEA submitted one soil sample from each boring location (S-1 through S-5) for analysis of VOCs by EPA method 8260. No VOCs were detected above laboratory reporting limits in the collected soil samples. 3.2.2 SVOCs Anchor QEA submitted one soil sample from each boring location (S-1 through S-5) for analysis of SVOCs by EPA method 8270. No SVOCs were detected above laboratory reporting limits in the collected soil samples. 3.2.3 RCRA Metals Anchor QEA submitted one soil sample from each boring location (S-1 through S-5) for analysis of RCRA metals. No RCRA metals were detected above applicable regulatory limits with the exception of arsenic and selenium in soil sample S-5: • Arsenic was detected at a concentration of 1.8 milligrams per kilogram (mg/kg), above the residential PSRG of 0.68 mg/kg, but below the protection of groundwater and commercial/industrial standards. • Selenium was detected at a concentration of 2.2 mg/kg, slightly above the protection of groundwater standard of 2.1 mg/kg and below the residential and commercial/industrial standards. Phase 11 Environmental Site Assessment 3 April 2017 4 Summary and Conclusions Site groundwater monitoring well, MW-13A, was abandoned in accordance with applicable guidance and in accordance with the Site -specific Brownfields agreement. Arsenic and selenium were detected in one final -grade soil sample. The metals are naturally occurring in western North Carolina and the concentrations detected are not considered representative of a gross impact to the Site and do not pose a risk to Site occupants, based on current Site use and associated construction methods.
