Your responses No. 1 stated that “In our review the slope above and below the bench appear to be 2:1 while the overall and slanted profile line maybe 2.6:1 as you noted.” The 2:1 slopeconfiguration after grading is shown on the “Slope Profile” in Drawing No. CP-01; there is no other description in the Plan to specify the regraded/ final slope angle at all. It is the commonpractices in the construction industries if anything that is mentioned in the construction drawings but is not available in the specification or CQA Plan shall be effective as if shown onmentioned in both documents – Specification/CQA Plan and drawings. To avoid any construction dispute, OmniSource and Labella shall issue a correction to the Plan. Your responses No. 2 stated “Regarding Plastic Index (PI) we have not defined a range, ratherthe slope stability calculations were based on the proposed soil for the project. The proposed soil laboratory testing results were included in the submittal to the insurance companyapproving the design and funding for the project.” The SWS makes a table below to summarize the lab soil testing results from the submitted Plan. What about the in-place density (95% ofthe maximum dry density) and shear strength, please provide the passing criterium for eachtesting result. Make no mistake, an approval from the insurance company and/or thecontacting adjustor or an engineer have no authority over or above the North Carolina SolidWaste Management Rule. Without the minimum passing criteria setting for the requestedtesting shown in the specifications/CQA Plan is meaningless. The SWS shall not approve theplanned slope repair project at all. Regarding the slope stability analysis, the submitted slope stability analyses failed to meet the future landfill closure requirement. The analyzed slopes did not include any loading/surchargefrom the wastes seated on top of the slope. According to the “Boundary Data” for Slope Stability Analyses, the restored side slopeshould be 20.6 degrees, or approximately 2.6 (horizontal) to 1 (vertical) slope. The 2(horizontal) to 1 (vertical) slope shown on the Slope Profile/ Drawing No. CP-01 isincorrect. Please correct the typo. 2. The CQA Plan (Table 1) and Specifications fail to provide “passing” criterium for eachlisted test item in Table 1. For example, what is acceptable range for the plastic index(PI) by ASTM D 4318? What is acceptable in-place density and moisture contentaccording to the results from Standard Proctor (ASTM D 698)? What is the minimumshear strength (in term of the cohesion and/or friction angle) of the earthen materialaccording to testing method ASTM D 3080? Please properly address the comments and resubmit the final Slope Repair and Grading Plan. If you have any question of the comments please contact myself.
