Partial Inspection
STATUS OF PAST NOTED VIOLATIONS:
RESOLVED: 15A NCAC 02C .0108(k) states: "All non -water supply wells, including temporary wells, shall be
secured with a locking well cap to ensure against unauthorized access and use." Yadkin County was cited for
failure to secure landfill gas monitoring wells with a locking well cap. In a letter dated October 24, 2018,
Johnathan Pfohl of Municipal Engineering Services Company, PA, certified that all landfill gas monitoring
wells had been secured with a locking well cap, as required. Therefore, this violation is considered to be
resolved.
2. RESOLVED: 15A NCAC 02C .0108(1) states: "All non -water supply wells shall be equipped with a steel outer
well casing or flush -mount cover, set in concrete, and other measures sufficient to protect the well from damage
by normal site activities." Yadkin County was cited for failure to equip landfill gas monitoring wells with a
steel outer well casing set in concrete. In a letter dated October 24, 2018, Johnathan Pfohl of Municipal

Engineering Services Company, PA, certified that all landfill gas monitoring wells had been equipped with a
steel outer well casing or flush -mount cover, set in concrete, as required. Therefore, this violation is considered
to be resolved.
3. RESOLVED: 15A NCAC 13B .1627(d)(1) states, in part: "Following closure of each MSWLF unit, the owner
or operator shall conduct post -closure care. Post -closure care shall be conducted for 30 years, except as
provided under Subparagraph (2) of this Paragraph, and consist of at least the following: (A) Maintaining the
integrity and effectiveness of any cap system, including making repairs to the cover as necessary to correct the
effects of settlement, subsidence, erosion, or other events, and preventing run-on and run-off from eroding or
otherwise damaging the cap system." Yadkin County was cited for failing to maintain the integrity of the closed
MSW landfill cap. The closed MSW landfill had been repaired to eliminate areas of ponding water and to
remove trees on the top of the cap. The county plans to monitor any remaining trees, remove those that die or
become damaged, and make repairs to the cap as necessary after removal. Therefore, this violation is considered
to be resolved.

C&D landfill cap. The closed C&D landfill had been repaired to eliminate areas of ponding water and to

become damaged, and make repairs to the cap as necessary after removal. Therefore, this violation is considered
to be resolved.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. No inspection of the landfill gas monitoring wells was undertaken during this site visit. The violations relating
to non -water supply well construction standards were resolved based on the certification submitted by Jonathan
Pfohl, Municipal Engineering Services Company, PA, dated October 24, 2018, stating that all required repairs
and upgrades had been completed.
2. The closed C&D and MSW landfills had been bush hogged and mowed, and trees growing on top of the landfill
caps had been removed. Low areas had been filled and leveled to prevent water from ponding on top of the
waste disposal area.
3. The county's tree management plans were discussed previously, and include monitoring all remaining trees,
removing those that die or become damaged, and making repairs to the cap as necessary after tree removal.

4. Please ensure that the closed landfills are mowed regularly, that any new woody growth is removed as it
appears, and that existing trees are monitored so that dead or damaged trees are identified and removed
promptly.
5. Please ensure that the closed landfills are inspected regularly so that any damage to the tops or side
slopes is identified and repaired as it occurs, and that the integrity of the landfill caps is maintained as
required.
