REGAN Secretary MICHAEL SCOTT Director Security Oil Company Attn: Dale Carpenter Post Office Box 5028 Concord, NC 28027 (via email) Dear Mr. Carpenter: NORTH CAROLINA Environmental Quality January 25, 2019 Re: Acknowledgement of Report Receipt Rocky River Grocery 7939 Rocky River Rd., Concord Cabarrus County Incident number: 13400 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the June 27, 2019 Monitoring Report on July 1, 2019. The report recommending continued semi-annual monitoring (May and November) was reviewed and approved on August 7, 2019. The paper report copy will be maintained in the MRO. The electronic copy has been loaded to the electronic document storage system (Laserfiche). The report indicates: • Free product was not detected in the on -site monitoring wells during the May 2019 sampling event. MADEP aliphatic (C5-C8) and aromatic (C9-C22) constituent concentrations decreased in monitoring wells MW-2A and increased in MW-8 when compared to the November 2018 sampling event. Aliphatic (CS- C8) and aromatic (C9-C22) both exceed their respective 2L Standard in monitoring well MW-8. Only aromatic (C9-C22) exceeds the 2L Standard in monitoring well MW-2A. • Overall volatile organic compound (VOC) concentrations have slightly increased above non - detection limits in monitoring well MW-3A from the previous November 2018 sampling event, but remain to be below 2L Standards, and decreased in monitoring wells MW-8 and MW-2A. The naphthalene concentration in MW-8 was detected above the 2L Standard during the May 2019 sampling event but results indicate a slight decrease from the previous sampling event. • Total lead was not detected in any of the monitoring wells sampled during the May 2019 sampling event. The presence of total lead is considered to be naturally -occurring. Dissolved phase petroleum constituent compound concentrations have remained non -detect in monitoring wells MW-1, MW-4A, MW-5A, MW-6A, MW-7, DMW-1 and DMW-2. The next semi-annual groundwater monitoring event shall occur in November 2019 with the Groundwater Monitoring Report submittal due to this office by December 31, 2019. Please note that sampling and correction action must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms. Please note that the AS/SVE remediation system must be properly maintained and the switch ready in case future use is necessary.
