S&ME Celebrating 35 Years 1973.2003 June 25, 2008 Carolina Concrete, Inc. 6114 Fourwood Drive Matthews, NC 28104 Attention: Mr. Jim McClain Reference: Semi -Annual Monitoring Report (February and May 2008) Carolina Concrete, Petroleum AST Incident No. 87717 11509 Reames Road Charlotte, Mecklenburg County, North Carolina S&ME Project No. 1354-05-687D Dear Mr. McClain: S&ME, Inc. (S&ME) submits this letter report of the recent groundwater sampling results for the above referenced site. The report was prepared in general accordance with S&ME's Proposal No. 1354-19139-08, dated February 6, 2008. In summary, the results of the February 13 and May 12, 2008 sampling of the source area monitor well MW-1 indicate levels of petroleum contaminants in the groundwater at levels above the 15A NCAC 2L .0202 groundwater quality standards. 1. BACKGROUND On November 28, 2006, S&ME submitted a Limited Comprehensive Site Assessment (LCSA) related to the above ground diesel release at the site (Figure 1). The LCSA included a summary of soil and groundwater assessment results performed to date, the results of a water supply well receptor survey and recommendations for future activities. The LCSA was submitted to Ms. Amber Lindon of the North Carolina Department of Environment and Natural Resources (NCDENR) for her review. The results indicated levels of one contaminant (C9-C22 Aromatics) at concentrations above the 15A NCAC 2L groundwater quality standards. On December 5, 2006, Mr. Al Quarles of S&ME and Mr. Paul Hattenhauer of Culp Elliott and Carpenter called Ms. Lindon to discuss the LCSA and the recommendations presented in the LCSA. Ms. Lindon indicated that she agreed with the recommendations of 1) abandoning three of the four monitor wells, and 2) quarterly monitoring of the remaining monitor well (MW-1) located at the source area. The locations of the monitor SWE, INC. / 9751 Southern Pine Boulevard / Charlotte, NC 28273-5560 / p 704.523.4726 f 704.525.3953 / www.smeinc.com Semi -Annual Monitoring Report Carolina Concrete, Charlotte, North Carolina S&ME Project No. 1354-07-099D June 25, 2008 well MW-1 and the former above ground diesel storage tank are indicated on Figure 2. Ms. Lindon approved the recommendations in a letter dated December 21, 2006, and requested that reports of the quarterly monitoring be submitted in by June 30 and December 31 of each year. During 2007, the regulatory oversight of non -UST petroleum releases was transferred to the NCDENR, UST Section. 2. GROUNDWATER SAMPLING AND ANALYTICAL RESULTS On February 13, 2008 and May 12, 2008, S&ME measured the depth to water from the top of well casing prior to sampling with depths of 19.77 and 18.96 feet, respectively. S&ME purged and sampled the well using a clean, disposable bailer. The sample was submitted to Pace Analytical Services, Inc. (Pace), a state -certified laboratory, for analysis of C9-C22 Aromatics using MADEP Method EPH/VPH. A summary of laboratory results are provided in Table 1 and copies of the laboratory reports are attached. The February and May 2008 concentrations of C9-C22 Aromatics were 760 and 980 micrograms per liter (µg/L), respectively, compared to the 15A NCAC 2L .0202 groundwater quality standard of 210 µg/L. 3. CONCLUSIONS The February and May 2008 sampling results indicate that petroleum levels continue to exceed the 15A NCAC 2L .0202 groundwater quality standar. Thus, continued quarterly monitoring is recommended. If you have any questions regarding this report, or we may be of further assistance, please call us at 704-523-4726.
