As indicated, we found no contamination by VOCs, SVOCs, RCRA metals, herbicides or pesticides which would pose an unacceptable risk, or which were measured above the IHSB Preliminary Soil Remediation Goals (PSRGs)1. BACKGROUND INFORMATION The intent of this assessment was to evaluate surficial soil conditions to allow urban gardening consisting of a green house, urban ag building and a series of hoop houses. Gardening or produce production would not occur in native soil – instead it will be done in raised planting beds. The sampling focused on the 0.8-acre central portion of the 1412 Garner Road parcel (No. 1703920658) where the urban gardening will occur, and the 0.54-acre lot with street address 506 Hoke Street (No. 1703920846) located to the north of the gardening area that will be used to enter and exit the gardening area. The western third of the 1412 Garner Road parcel will be improved with a parking lot and the eastern third will, for the time being, remain vacant – so no soil sampling was conducted at this time in these areas. The earlier Phase II assessment of the Hoke Street site (Limited Phase II ESA, PES, Nov. 1, 2016) showed no soil contamination at the western edge of the urban garden area (MW-3S, S-4, S-5 and S-6) near where we will construct the greenhouse and urban ag building. SAMPLING On March 27, 2018, Aptus collected ten (10) surficial soil samples, B-1 through B-10, as shown in the attached figure over the 1.3-acre area. Two samples were collected where the greenhouse and urban ag building will be constructed, four were collected to the east where we will have raised planting beds, and four samples were collected from the 506 Hoke Street parcel, including where containers of some type were noted in a 2005 aerial photo (Wake County iMaps) and where an area of possible vegetative stress (2010 iMaps) was noted – although this turned out to be a small concrete pad possibly used as a street light base. We also collected a background soil sample for RCRA metals at an adjacent vacant lot to the northeast. 1 Background levels of arsenic were measured above the residential PSRG. Soil Testing Report May 31, 2018 Passage Home Site - Raleigh, NC Aptus Management, PLLC Page 2 Discrete soil samples were collected with a hand auger at the 0.5’ to 1’ interval for analysis of SVOCs by EPA Method 8270 and RCRA Metals by EPA Method 6010, and at the 1’ to 2’ interval for analysis of VOCs by EPA Method 8260. All samples were collected using a field-decontaminated hand auger. The upper six inches of soil/gravel/vegetative roots from each auger boring location was removed and discarded. The SVOC and metals samples were collected from the auger bucket and placed directly into laboratory-provided glassware. Samples for VOC analysis were collected directly from the hand- auger bucket using a laboratory-provided discrete VOC sampling device. There were no visual and olfactory observations indicating possible contamination. Samples were packed on ice and shipped under proper chain-of-custody to Prism Laboratories in Charlotte, NC for analyses. On May 18, 2018, follow-up sampling was conducted for herbicides and pesticides by EPA Methods 8115 and 8081, respectively. Aptus collected discrete samples from the same ten locations and prepared three (3) composites for analysis (B 1-4C, B 5,6,8C and B 7,9,10C). All samples were collected using a field-decontaminated hand auger. The upper six inches of soil/gravel/vegetative roots from each auger boring location was removed and discarded. The samples were collected from the auger bucket, composited and placed directly into laboratory-provided glassware. RESULTS As summarized in Table 1, acetone, a common lab anomaly, was measured low levels in all samples. 1,1,1-Trichloroethane, tetrachloroethylene and trichloroethylene were measured at low concentrations below their respective PSRGs in one sample, B-8, collected from the southeastern portion of the site. RCRA metals, as expected, were detected in the soil samples. Except for arsenic, all metals were below their respective IHSB PSRGs. Arsenic was measured above its residential PSRG (0.68 mg/kg) at concentrations ranging from 0.93 mg/kg to 5 mg/kg, which is within expected background levels. Two pesticides, beta-BHC and 4,4-DDD were measured at low concentrations below their respective PSRGs. No SVOCs or herbicides were measured above the lab’s reporting limits, reported as BRL (below reporting limits).
