Solid Waste Manager STATUS OF PERMIT: Life of Site permit issued August 21, 2018. PURPOSE OF SITE VISIT: Follow Up Inspection – Partial Inspection STATUS OF PAST NOTED VIOLATIONS: 15A NCAC 13B .0542 (f)(1); RESOLVED OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Amanda Freeman met with Chad Beane at the Moore County Landfill to conduct a follow up inspection on the cover of the CDLF working face. 2. At the time of this inspection cover on the CDLF working face did not exceed one-half acre. 3. The working face shall be maintained in accordance with the rule 15A NCAC 13B .0542 (f)(1). 4. Cover placement logs must be kept in the operating record on site. 5. Damage to cap near the working face was observed. Cap shall be repaired and reseeded. 6. Windblown waste management had improved since the last inspection. Windblown must be collect and properly disposed at the end of each workday. 7. Erosion on slopes shall be repaired before seeding. 8. Vegetation shall be established in accordance with 15A NCAC 13B .0542 (f) (2). 9. Trees and other woody vegetation are growing within the waste footprint. All woody vegetation shall be removed. If the trees are greater that six inches in diameter they must be cut and have the root system removed. The cap shall be repaired where the root system is removed. 10. At the time of this inspection yard waste and yard trash were being comingled and dumped in the current borrow area/future cell 2 of the CD landfill. 11. Yard waste area shall have fire lanes between windrows and tree lines. See facility permit to operate for decisions on windrows. 12. If yard waste shall be managed in accordance with the Permit to Operate and 15A NCAC 13B .1406. 13. The new contact for DEACS composting assistance is Bruce Fulford, Organic Recycling Specialist, bruce.fulford@ncdenr.gov, 919-707-8123. 14. Settled areas of the MSW landfill cap shall be repaired and seeded to establish vegetation. 15. Mulch from the yard waste area may also be used as a soil amendment on the closed MSW landfill cap. 16. Please see the attached Alternate Daily Cover Materials guidance for using a mulch soil mixture as cover on the CDLF. 17. Any changes to the site footprint and or site operations must be reported to and approved by the State permitting engineer. 18. The County’s consultant was on site toward the end of this inspection to gather data for the site changes that need to be submitted to State permitting. 19. At the time of this inspection the bulk of the electronic waste that had been pushed into the tree line by the scale house was removed. The area still requires further maintenance. Recommend not storing electronic waste in an open top roll off. See Chapter 130A-309.05 (c). 20. It is strongly recommended that the County add additional staff to support the operations of the landfill facility and ensure that the landfill is operated and maintained in compliance with the solid waste rules and permit conditions. 21. Corrective measures are necessary as result of this this inspection and shall be completed within 30 days’ receipt of this inspection report.
