The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Cleveland County.
3. The Self-McNeilly facility accepts an average 300 tons per day.
4. The C&D Landfill accepts an average of 300 tons per day.
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working in Phase 1 & 2.
6. Working face was small and compact and near final capacity.

7. Facility staff started putting the fluff layer in Phase 3 on July 9, 2019.
S. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
9. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
10. Windblown waste was observed on the northeast side slope of the working face. Waste observed appeared to be no
more than from daily activities. This area was pointed out to facility staff and Mr. Head stated all windblown waste
is collected by the end of each working day.

11. Edge of liner markers were observed. Edge of waste is placed no closer than four feet from the edge of liner.
12. No prohibited wastes were observed during the inspection.
13. All access roads maintained in good condition.

14. Working face less than''/2 acre in size.
15. Facility staff plan on seeding and sowing the north side slope in the fall.
16. The facility utilizes soil for cover which is applied weekly.
17. No on -site erosion of the landfill was observed.
18. No ponding of water on the landfill was observed.
White Goods & Scrap Metal Collection Area
19. White goods and scrap metal are collected from the public at each of the County's nine convenience centers. CFC's
are removed from all white goods by Rapid Recovery at the convenience centers. Cleveland County then hauls the
white goods and scrap metal to a staging area located NW of the two leachate above ground holding tanks.
20. All metal is placed on a concrete pad.
21. Area is well maintained.
Scrap Tires
22. Scrap tires are collected and stored in U.S. Tire semi -trailers.
23. Area was well maintained.
Treatment of Processing Area
24. Pallets and yard waste debris maintained in separate stockpiles.
25. Observed several pallets with OSB and plywood. Facility staff will separate out before grinding occurs.
26. Area is well maintained.
Compost Area
27. Located adjacent to maintenance building.
28. Temperature records were reviewed.
