Subject:Comments on Omnisource Kernersville Slope Repair SW # 34-20
Dear Mr. Winegar:
The Solid Waste Section completes a review of the received Slope Repair and Grading Plan (FID 1324013) at
the above-referenced inactive industrial landfill facility, permit # 3420-INDUS-2005 and has few comments
below:
1. According to the “Boundary Data” for Slope Stability Analyses, the restored side slope should be 20.6
degrees, or approximately 2.6 (horizontal) to 1 (vertical) slope. The 2 (horizontal) to 1 (vertical) slope
shown on the Slope Profile/ Drawing No. CP-01 is incorrect. Please correct the typo.
2. The CQA Plan (Table 1) and Specifications fail to provide “passing” criterium for each listed test item
in Table 1. For example, what is acceptable range for the plastic index (PI) by ASTM D 4318? What is
acceptable in-place density and moisture content according to the results from Standard Proctor (ASTM
D 698)? What is the minimum shear strength (in term of the cohesion and/or friction angle) of the
earthen material according to testing method ASTM D 3080?
Please properly address the comments and resubmit the final Slope Repair and Grading Plan. If you have any

slope repair. We understand from your June 5, 2019 correspondence that the Section wishes to integrate this
document into the inactive industrial landfill, Permit # 34‐20.
