The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. This inspection was conducted as a follow-up to the pre -operations inspection on June 13, 2019 regarding:
• regrading the floor of the fill area to prevent water from ponding in and around waste;
• depositing and compacting the initial lifts in the landfill.
2. The facility is permitted to accept only land clearing debris, untreated wood, yard trash and inert debris, strictly
limited to untreated concrete, brick, concrete block, uncontaminated soil, rock and gravel.
3. The facility appeared to be clean and well -maintained. No windblown litter was observed.
4. No unacceptable material was observed in the fill area or the tipping area.
5. At the time of this inspection, the working face was comprised of three separate areas: two areas of wood waste
that abut each other, and one area of inert debris located at the western end of the fill area.
6. Wood waste appeared to have been pushed off the top of the working face, forming a loose pile with a vertical
slope. Mr. Boyles stated that he had attempted to deposit the waste in a lift, pushing it up from the floor of the
landfill and creating a gentle, workable slope. He added that he had found the process to be extremely
frustrating and time consuming, stating that the wood waste did not compact well, and that the large stumps and
logs created obstacles and unstable areas that made maneuvering the loader hazardous.
15A NCAC 13B .0566(3) states, "Solid waste shall be restricted to the smallest area
feasible and compacted as densely as practical into cells."
Ensure that waste is compacted as densely as practical as it is deposited into the landfill.
7. Mr. Boyles indicated that all waste had been covered on July 1, 2019. The area that had been covered now
functioned as the tipping area and appeared to be stable and level. No equipment ruts or subsided areas were
visible.
Please contact Susan Heim, Environmental Senior Specialist, at 336-776-9672, when cover is being
applied to the landfill. Ensure that cover operations are completed by August 1, 2019, as required by 15
A NCAC 13B .0566(4).
8. The facility was in operation at the time of the inspection, and trucks were observed dumping wood waste at the
edge of the tipping area near the top of the working face. The tipping area was made up of packed soil and was
sized to allow vehicles to maneuver safely.
9. Mr. Boyles pointed out that he had constructed a swale to convey surface water around the fill area, and that he
had sloped the floor of the landfill to direct surface water away from the waste.
10. No ponding water was observed on the site.
11. Mulch had been applied to the eastern slope of the excavated area that is adjacent to the working face of the
landfill. Mr. Boyles stated that the mulch had been applied to help stabilize the slope. The excavated area is
outside of the landfill's waste disposal boundary. Please ensure that mulch added to areas outside the
disposal area is applied to a depth of 2" or less. Greater depth of mulch constitutes a disposal activity,
which must occur inside the landfill footprint and which must be adequately covered with clean soil at
least monthly.
12. Landfill operations are conducted from an office located at the end of the entrance drive. Incoming waste is be
tracked by volume, and records were available in the office for review.
13. Some discussion ensued concerning reporting requirements for a permitted LCID landfill. Mr. Boyles was
advised that, with a permitted facility, waste must be tracked by county of origin and organized into monthly
totals. Mr. Boyles stated that he would be meeting with his engineer that afternoon to discuss final details for
