HomeMy WebLinkAbout2703T_Republic_Transmittal Letter to DEQ_Response to June 2019 Compliance Inspection_07-05-2019Page 1 of 2 July 5, 2019 Mr. John College Environmental Senior Specialist NCDEQ/Solid Waste Section PO Box 782 Columbia, NC 27925 RE: Response to June 2019 Compliance Inspection Currituck County Transfer Station Maple, North Carolina Solid Waste Permit No. 2703T-Transfer-1996 Dear Mr. College, Republic Services of North Carolina, LLC is in receipt of the Facility Compliance Inspection Report that was generated following an inspection of the referenced facility on June 18, 2019. Based on the report, the following items were identified as needing corrective action: 1.Tipping floor was not cleaned at the end of the day 2.Scavenging was observed 3.Wind blown trash was not picked up 4.Trailer loading bay was not cleaned at the end of the day 5.Leachate was leaking on the ground from a transfer trailer This letter includes the actions that we will implement to ensure compliance of the items identified above. 1.Cleaning tipping floor– Cleaning the tipping floor at the end of each work day is a basic function of transfer station operation. Our third-party operator, currently Bowen Company, Inc., will be required to clean the tipping floor at the end of each work day. Upon completion, written documentation of this activity will be recorded, and a copy of the documentation will be maintained at the facility. 2.Scavenging – Scavenging is illegal and will not be tolerated at the site. Employees caught scavenging will face disciplinary action, up to and including termination. 3.Collecting Windblown litter – As required in the Operations Plan, facility personnel police windblown trash at the transfer station throughout the day. Additionally, windblown litter will be collected from the perimeter of the station at the end of each working day. Upon completion, written documentation of this activity will be recorded, and a copy of the documentation will be maintained at the facility. 4.Cleaning trailer loading bay – Similar to cleaning the tipping floor, the trailer loading bay will be cleaned at the end of each work day. Upon completion, written documentation of this activity will be recorded, and a copy of the documentation will be maintained at the facility. 5.Leaking transfer trailer – If a full or partially full trailer is parked on the yard prior to transport to the landfill, a trough will be erected under the rear of the trailer to collect any spilled leachate from the Currituck County Transfer Station Response to June 2019 Compliance Inspection July 5, 2019 Page 2 of 2 trailer. On a daily basis, written documentation of this activity will be recorded, and a copy of the documentation will be maintained at the facility. In addition to the corrective actions cited above, a representative of Republic Services will periodically visit the transfer station to ensure compliance with all rules and regulations. A copy of the form that will be used to document compliance with the rules and regulations is attached to this letter. We hope that you find these corrective actions to be sufficient to address the concerns noted during the June 2019 compliance inspection.
