This letter report presents results of the semi-annual sampling activities conducted on April 5, 2019, which constitutes the first of two sampling events for 2019. The approved groundwater monitoring network consists of MW-3, MW- 4R, MW-5 and background well MW-6. The monitoring network also includes surface water sample locations SW-1 and DW-2 from Hominy Creek. In a letter dated November 4, 2010, the North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Section requested the collection of an additional surface water sample from a seep area in conjunction with the semi- annual groundwater sampling events for a minimum of five years. Sampling results for the monitoring wells, surface water samples and surface seep (Seep-1) are discussed below. In addition to the groundwater and surface water samples outlined above, 10 landfill gas monitoring wells (LG-1 through LG-10, installed at the site in May 2010) were monitored on December 26, 2018 and March 9, 2019 during this reporting period. Gas monitoring results are also discussed below. A completed Environmental Monitoring Report Form follows this letter report. 1 Ms. Jaclynne Drummond Monitoring Report— Permit 11-02 July 17, 2019 FIELD ACTIVITIES Field Investigation methods for this groundwater monitoring event were conducted in compliance with industry standards and the U.S. Environmental Protection Agency (EPA) Region IV Field Branch's Quality System and Technical Procedures. Groundwater samples from the site were collected on April 5, 2019 using low -flow techniques with a peristaltic pump. Water levels were measured at each well prior to sampling using a Testwell water level meter (Table 1). Two of the groundwater monitoring wells (MW-3 and MW-6) were altered between the October 2016 and April 2017 monitoring events and were therefore not sampled in April 2019. Specifically, the total depth for MW-3 was originally 30.16 feet below top of casing (btoc). The total depth for MW-3 is now 41.10 feet btoc, as measured during the last three sampling events. Additionally, the total depth for MW-6 was originally 41.18 feet btoc. The total depth for MW-6 is now 22.20 feet btoc, as measured during the last three sampling events. The alterations to these wells were presumably conducted during historical grading operations for re -development at the site. Neither BASF nor ELMSS were contacted regarding any modifications to these wells. Top of casing elevations are currently unknown for groundwater monitoring wells MW-3 and MW-6 due to the alterations made to these wells. Therefore, no potentiometric contour map was created for the April 2019 groundwater monitoring event. Relative groundwater elevations for MW-4R and MW-5 as measured on April 5, 2019 are shown on Figure 1. Monitoring well purging was accomplished by using a variable speed peristaltic pump with the pumping rate adjustable to equal the approximate recharge rate of the well. Indicator parameters of pH, temperature, specific conductivity, turbidity, dissolved oxygen and oxidation-reduction potential (ORP) were measured regularly during purging with a Horiba U-52 water quality meter until the measured values stabilized. This `low -flow' method targets the collection of groundwater samples that have the least total suspended solid count obtainable without filtering in the field, thus giving a more accurate indication of dissolved constituents present in the aquifer. Groundwater sample collection record sheets are provided in Appendix A. Surface water samples were collected directly from Hominy Creek by filling pre -preserved laboratory sample containers. The seep sample (Seep-1) was collected from a 4-inch pipe located at the base of the seep area. Surface water sample locations are shown on Figure 2. Water quality parameters for the monitoring wells, surface water locations and seep at the time of sampling are presented in Table 2. As noted above, 10 landfill gas monitoring wells were sampled on December 26, 2018 and March 9, 2019. Well locations are presented on Figure 3. Percent lower explosive limit (% LEL) measurements and other applicable parameters (i.e., % methane by volume, % oxygen and % carbon dioxide) were recorded at the landfill gas monitoring wells using a calibrated Landtec GEM 2000 instrument. KA Ms. Jaclynne Drummond Monitoring Report— Permit 11-02 July 17, 2019 SAMPLING RESULTS Eurofins Lancaster Laboratories in Lancaster, PA analyzed the groundwater and surface water samples for Appendix I volatile organic compounds (VOCs) by EPA Method 8260D, Appendix I metals by EPA Methods 6020B, mercury by EPA Method 7470A, sulfate by EPA Method 300.0 and total dissolved solids by SM 2540C-2011. Due to the aforementioned alterations to groundwater monitoring wells MW-3 and MW-6 discussed above, no samples were collected from these wells (i.e., groundwater samples were only collected from monitoring wells MW-4R and MW-5). Surface water samples were collected from Hominy Creek in upgradient location SW-1 and downgradient location DW-2, as well as the seep location (Seep-1). The surface seep sample was only analyzed for Appendix I VOCs. A copy of the analytical report is presented in Appendix C. For data analysis, groundwater monitoring well results were compared to the 15A NCAC 2L Groundwater Standards (2L Standards), the regulatory basis established to determine groundwater quality. Surface water results were compared to 15A NCAC 2B Surface Water Standards for Class C waters. Analytical results are summarized in Table 3. No organic constituents were detected above their respective groundwater or surface water standard during the April 2019 monitoring event except for 1,4-dioxane. MW-5 had a 1,4-dioxane concentration of 8.6 micrograms per liter (ug/L), which exceeded its respective 2L Groundwater Standard of 3 ug/L. The concentration of 1,4-dioxane was below detectable levels at all monitoring wells sampled during the October 2018 semi-annual event (i.e., the first event that included analysis for 1,4 dioxane). Correspondence received from the Solid Waste Section of the NCDEQ indicates sampling for 1,4-dioxane was not, and is not, required. As such, BASF does not intend to continue analyzing groundwater or surface water samples for 1,4-dioxane. No inorganic constituents were detected above their respective groundwater or surface water standard during the April 2019 monitoring event except for Cobalt. MW-5 had a Cobalt concentration of 15.1 ug/L, which exceeded its respective 2L Standard of 1 ug/L. This concentration marks a decrease since the October 2018 sampling event, when a cobalt concentration of 24.1 ug/L was identified in MW-5. As noted above, quarterly landfill gas monitoring events were conducted on December 26th 2018 and March 9th, 2019 for 10 landfill gas wells located near the waste boundary during the reporting period. All gas wells exhibited 0% LEL for the December monitoring event. During the March sampling event, gas wells LG-1, LG-2, LG-6, LG-7, and LG-10 exhibited 0.4% CHa by volume (0.02% LEL), and LG-3, LG-4, LG-5, LG-8, and LG-9 exhibited 0.3% CHa by volume (0.015%LEL). The action limit for methane is >_5% CHa by volume. Current and historical landfill gas sampling data are summarized in Table 4. The following summarizes results and observations obtained during this reporting period: 3 Ms. Jaclynne Drummond Monitoring Report— Permit 11-02 July 17, 2019 • Groundwater samples were not collected from MW-3 and MW-6 due to unknown well modifications. • 1,4-dioxane was detected above its respective 2L Standard in MW-5. Correspondence received from the Solid Waste Section of the NCDEQ indicates sampling for 1,4-dioxane was not, and is not, required. As such, BASF does not intend to continue analyzing groundwater or surface water samples for 1,4-dioxane. • Cobalt was detected above its respective 2L Standard in MW-5. It should be noted that background soil samples were collected during the initial 2010 seep investigation (adjacent to MW-5) to assess naturally occurring site conditions. Results from the study included detection of cobalt at a maximum concentration of 9.34 milligrams per kilogram (mg/kg). The NCDEQ - Inactive Hazardous Sites Branch (IHSB) has established a soil cleanup level protective of groundwater for cobalt at 0.9 mg/kg. Oxidation Reduction Potential (ORP) measurements in MW-5 indicated the presence of a reducing environment potentially mobilizing background metals from soils. Some, if not all, of the cobalt detected during this monitoring event may be due to mobilization of background metals from soil. • All gas wells exhibited 0% LEL through the December 2018 monitoring event, which is consistent with historical monitoring. All gas wells exhibited between 0.015-0.02% LEL during the March 2019 monitoring event. All results are below action levels.
