Hahn Hazardous Materials Compliance Officer December 191h, 2018 Via Email On November 51h, 2018, Norfolk Southern Railway Company, a wholly owned subsidiary of Norfolk Southern Corporation (NS), notified the North Carolina Department of Environmental Quality (NCDEQ) of a diesel fuel spill in Harrisburg, NC, at the Norfolk Southern milepost 362.7. The purpose of this correspondence is to provide your office with a summary of the response measures undertaken, for your file, and to request that this spill be formally closed. The following provides a summary of the details associated with the release: 1. The release was attributable to an overfilled fuel tank on a NS locomotive. 2. Approximately 50 gallons of diesel fuel was released during the incident, and impacted soil and ballast. 3. Impacted areas were limited to surrounding tracks and adjacent right -of way. No waterways were impacted. In response to the above, NS has conducted the following activities: 1. All visibly impacted soil and ballast were removed from the site for proper off -site transportation and disposal. 2. Excavation was conducted to visibly clean and odorless conditions. Onsite closure samples were obtained by Apex Companies, and a complete Professional Geologist report is attached. Operating Subsidiary: Norfolk Southern Railway Company 3. Impacted area was treated with Micro -Blaze, a bioremediation agent. As you may be aware, NS endeavors to report all releases, regardless of amount. As a result, we felt it prudent to forward this information to your attention so that your file on this incident would reflect the corrective actions taken. We trust that this information is satisfactory and consistent with your requirements. In response to this letter, and attached report, Norfolk Southern is requesting a No Further Action (NFA) letter, for site closure. The release was located near milepost 362.7 in the town of Harrisburg, Cabarrus County, North Carolina. Approximately 50 gallons of diesel fuel was released during routine engine refueling activities. The impacted soils have been addressed by excavation and off -site disposal. As an additional precaution, an application of Microblaze was applied to enhance natural biodegradation processes. The attached Initial Assessment Report (IAR) summarizes the incident response and abatement activities. The incident resulted in the release of approximately 50 gallons of diesel fuel from the refueling equipment. The release occurred near milepost 362.7 on the northern shoulder of the northernmost railway located in Harrisburg, Cabarrus County, North Carolina. Norfolk Southern and the Harrisburg Fire Department responded to the incident the day the release occurred. The release was contained within the northern bank of the railway. Norfolk Southern personnel reported the incident to the North Carolina Department of Environmental Quality (NCDEQ) on November 5, 2018. The Harrisburg Fire Department initiated the cleanup efforts on January 5, 2018 by containing free product with the use of Oil-Dri, spill pads and absorbent booms, which were deployed at the release point and along the swale at intermittent locations down gradient of the release. Apex Companies, LLC (Apex) personnel mobilized to the site on November 7, 2018 to oversee remedial activities. Soil excavation and confirmatory sampling was completed by Marion Environmental Inc., (Marion) and Apex at that time. A. Site Information 1. Site History and Characterization On November 5, 2018, Norfolk Southern personnel discovered a release had occurred during routine refueling activities. The release occurred near milepost 362.7 on the northern shoulder of the northern most railway located in Harrisburg, Cabarrus County, North Carolina. The site location is shown on Figure 1 and Figure 2. The incident resulted in the release of approximately 50 gallons of diesel fuel from the refueling equipment. The release was limited to the northern bank of the railway. (Figure 2). The area of impacted soil was entirely confined to the property owned by the North Carolina Railroad Company. Apex mobilized to the site on November 7, 2018 to address the impacted soils. A photographic log is provided in Appendix A. C. Groundwater and Surface Water Investigation The closest waterbody is the Rocky River, approximately 875 feet northeast of the release. The release was contained within a small area associated with the adjacent rail line and did not impact any nearby surface water bodies. Groundwater was not encountered during the initial abatement activities, so no groundwater sampling was conducted. Initial Response and Abatement Action The Harrisburg Fire Department initiated the cleanup efforts on November 5, 2018 by containing free product with the use of Oil-Dri, spill pads and absorbent booms, which were deployed at the release point and along the swale at intermittent locations down gradient of the release. Apex personnel mobilized to the site on November 7, 2018 to oversee remedial activities. Soil excavation and confirmatory sampling was completed by Marion and Apex at that time. E. Excavation of Contaminated Soil Marion and Apex mobilized to the site on November 7, 2018 to excavate the impacted soils and collect the necessary confirmation samples for site closure. Excavation activities were limited to the North Carolina Railroad Company property. The response/abatement actions comprised of the following; • over -excavation of contaminated soil, • placement of the excavated soil into dump trucks for transportation and proper offsite disposal, and, • collection of soil confirmation samples to confirm that concentrations of constituents of concern (COCs) in the remaining soil are below applicable action levels. The excavation limits were determined through visual, olfactory, and field screening techniques using a QED Ultra Violet Fluorescence (UVF) supplied by REDLabs of Wilmington, North Carolina. The QED analyzer can detect total petroleum hydrocarbons (TPH) concentrations in soil as low as one milligram per kilogram (mg/kg). The UVF was operated by REDLabs personnel trained and certified in QED UVF use and operation. The combined area of excavation comprised approximately 152- square feet in size and was advanced using a mini -excavator and skid steer to depths ranging from a surface scrape to 3.0 feet below ground surface (bgs). Approximately 13.25 tons of contaminated soil were removed from the area of impact. Excavated soil was direct loaded by skid steer and mini - excavator into a dump truck for transport to the Environmental Soils Inc. facility located in Lattimore, North Carolina. The soil disposal manifest is provided in Appendix B. The impacted area was the engineered bank of the railroad bed located north of the northern most rail. The engineered bank is elevated above the adjacent ground. The fuel was contained within this engineered bank north of the northern most rail. Soils were excavated until concentrations of the COCs were less than the NCDEQ action levels for TPH as diesel range organics (TPH-DRO) and gasoline range organics (TPH-GRO). Apex initially delineated the impacted area by collecting screening samples within the proposed excavation area to determine where the highest concentrations of soil contamination were located. The highest concentration was detected in the soil sample Bank 0'-0' located at the top of the shoulder of the northern rail with a TPH-DRO concentration of 6,111 milligrams per kilogram (mg/kg). The excavation area was extended vertically and horizontally until soil confirmation samples exhibited TPH-GRO concentrations less than the NCDEQ Soil Action Level of 50 mg/kg and the TPH-DRO concentrations were less than NCDEQ Soil Action level of 100 mg/kg. A total of 11 soil confirmation samples were collected from the swale and release point areas and analyzed in the A APEX Initial Assessment Report December 13, 2018 Norfolk Southern Railway, Milepost 362.7, Harrisburg, North Carolina Page 4 field for TPH-DRO and TPH-GRO using the UVF. The confirmation samples exhibited TPH-DRO concentrations ranging from 1 mg/kg to 37.7 mg/Kg in soil sample SW NE10' (2') and exhibited TPH- GRO concentrations ranging from below detection limits to 23.8 mg/Kg in soil sample SW NE10' (2'). Following the completion of excavation activities and the collection of the confirmation soil samples, Marion applied Microblaze to the base and sides of the excavation to enhance natural biodegradation processes. None of the 11 confirmation samples collected and analyzed using the UVF exhibited TPH-DRO above the screening level of 100 mg/kg, or TPH-GRO above the screening level of 50 mg/kg. Sample locations are shown in Figure 2. The UVF results are summarized in Table 1 and included in Appendix C. F. Conclusions Approximately 50 gallons of diesel fuel was released as the result of an overfill during routine refueling activities. The fuel was released on the northern shoulder of a Norfolk Southern rail -line located near milepost 362.7 in Harrisburg, North Carolina. Impacted soil was excavated over an area of nearly 152-square feet to a maximum depth of approximately 3 feet bgs. A total of 13.25 tons of soil was excavated and transported off -site for treatment and disposal in accordance with local, state, and federal requirements. A total of 11 confirmation soil samples were analyzed using the UVF during the remedial activities to confirm impacted soils were identified and removed. Confirmation samples collected from the excavation base and sidewalls did not contain TPH-DRO or TPH-GRO at concentrations exceeding their respective action level. Apex recommends that the incident be closed and that a no further action letter be issued for this release.
