Update recorded LCID notification dated March 13, 2014. Current status of the Land Clearing and Inert Debris Landfill Notification is OPEN PURPOSE OF SITE VISIT: Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is in compliance with 15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566) STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On March 24, 2016, John Patrone met with Carl Buckland to conduct a comprehensive inspection of the Northfield Farms LCID Landfill on W. Old Glencoe Road in Burlington, Alamance County. 1. The land clearing and inert debris (LCID) landfill is located on the left at the front of the lot, adjacent to the gravel access road. 2. The property parcel is ~ 28 acres. 3. The LCID landfill is ~ 1.6 acres. 4. The LCID landfill is covered on top with soil. The sides slopes contain land clearing debris (LCD). 5. Mr. Buckland stated that uncovered material was received < 30 days ago. 6. The LCID landfill appeared to be graded accordingly. 7. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 8. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 9. Side slopes should be graded and covered with soil such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion or runoff is observed. 10. Per 15A NCAC 13B .0564(9)(a), “The facility shall meet the following buffer requirements: 50 feet from the waste boundary to all surface waters of the state as defined in G.S. 143-212. 11. Per 15A NCAC 13B .0564(9)(b), “The facility shall meet the following buffer requirements: 100 feet from the disposal area to property lines, residential dwellings, commercial or public buildings, and wells.” 12. Mr. Buckland stated that the LCID landfill meets all required buffers specifically that it is 100 feet from the disposal area to property lines. 13. Inert debris areas (not associated with the LCID landfill) used as beneficial fill are adjacent to the landfill access road and on the left side of the lot adjacent to the end of the gravel road. 14. The SWS received a complaint regarding the inert debris fill areas specific to runoff/a dark liquid and a conduit pipe placed in a waterway. 15. During the inspection there was no evidence of uncontrolled runoff observed from the inert material fill area. The area in question is being filled with broken red brick that stormwater likely filtered though from a recent rain event. The area at the toe of slope serves as a catch basin and is piped for stormwater. Mr. Buckland stated that as the area is filled with inert material the catch basin will be reconfigured. The conduit pipe was inspected by NCDEQ – Division of Water Resources. No problems observed affecting water quality was stated. 16. Mr. Buckland stated that he may add additional conduit pipe to the waterway as additional inert material is placed in the area. 17. Ensure rebar is cut flush with concrete. 18. The property contains a 5 acre conditionally approved temporary disaster debris staging site (TDDSS), No. DS01-010 (right side of lot adjacent to the end of the gravel road). 19. There was no indication of erosion or runoff. 20. Access roads are of all-weather construction. 21. The facility has proper signage and is secured by a steel cable and padlock. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
